c. The Zoning Atlas for Orange County shall be designated MPD-CZ. <br />Development shall be in accordance with the approved application packet, <br />master concept plan, and the conditions detailed herein. <br /> <br />II. ACCESS AND TRANSPORTATION: <br />a. Internal roadways shall be developed in accordance with Section 6.10 (A) <br />of the UDO. Internal streets shall be privately maintained; <br />b. All internal and external roadway construction/improvements shall be <br />completed or appropriately bonded prior to the issuance of a Certificate of <br />Compliance (C of C) allowing the occupancy of a structure triggering <br />completion of same; <br />c. External roadway improvements shall be constructed in accordance with <br />NC Department of Transportation requirements and guidelines, approved <br />Traffic Impact Analysis (TIA), and the standards outlined herein; <br />d. The right-of-way for Service Road shall be extended to the western edge <br />of the PIN 9863-71-8857 to serve as a future access point for adjacent <br />land area to the west; <br />e. Final roadway layout, including pavement widths and driveways, shall be <br />approved by the Town of Hillsborough and Orange County Fire Marshal’s <br />office as part of the final site plan review process; <br />f. Commercial/truck traffic exiting the Project onto Davis Road shall be <br />limited to turning left. No right turns of commercial vehicles shall be <br />permitted onto Davis Road; <br /> STAFF COMMENT: Staff has started to hear concerns from local <br />residents over traffic accessing Davis Road. This condition was <br />suggested as a means to channeling commercial truck/large <br />vehicle traffic away from existing residential areas west of the <br />Project. Having said that both the applicant and staff have <br />wondered how such a condition could be enforced. <br />g. Site plan submittals shall be required to demonstrate internal/external <br />traffic improvements necessary to address development impacts <br />consistent with the submitted Transportation Impact Analysis (TIA); <br />h. Additional right-of-way necessary to support roadway improvements shall <br />be secured in accordance with North Carolina Department of <br />Transportation right-of-way acquisition processes. The right-of-way shall <br />be secured prior to the County accepting a site plan application proposing <br />development requiring same; <br />i. Any and all internal streets, sidewalks, bicycle lanes, etc. shall be <br />designated for public access/use; <br />314
