With one exception, all questions and comments <br />were related to the developer-initiated rezoning and Research Triangle Logistics Park <br />development proposal, which was not the focus of the session as the developer had held the <br />required Neighborhood Information meeting a few days before the session for the County- <br />initiated proposals. These questions and comments, such as noise pollution and impact on <br />property values, will be addressed by the developer through the process of Planning Board and <br />BOCC consideration. The one substantive question with regard to the County-initiated <br />amendments to the land use plans was whether or not County staff had considered any other <br />land use classifications to apply to the County’s Future Land Use Map other than Economic <br />Development Transition Activity Node. The Planning Director responded that the Commercial- <br />Industrial Transition Activity Node (CITAN) was considered because it shares a nearly-identical <br />definition to the Economic Development Transition Activity Node in the Comprehensive Plan <br />Land Use Element; the classifications could be considered in the future for combining into one, <br />although currently, there are no plans or intent to combine. <br /> <br />Following is a link to additional information about the public information session, including a <br />PowerPoint presentation: https://www.orangecountync.gov/1722/Current-Interest-Projects <br /> <br />Planning Director’s Recommendation: The Planning Director recommends approval of the <br />Resolution contained in Attachment 3, indicating consistency with the County’s land use and <br />economic development goals. <br /> <br />FINANCIAL IMPACT: Consideration and approval will not create the need for additional funding <br />for the provision of County services. Costs for mailed notifications and the required legal <br />advertisement will be paid from FY2020-21 Departmental funds budgeted for this purpose. <br />Existing Planning staff included in the Departmental staffing budget will accomplish the work <br />required to process this amendment. <br /> <br />RECOMMENDATION(S): The Planning Director recommends the Planning Board: <br />1. Review the proposed amendments to the: <br />a. Town of Hillsborough/Orange County Central Orange Coordinated Area Land Use <br />Plan, and <br />b. Orange County Comprehensive Plan Future Land Use Map, <br />2. Deliberate on the proposal as desired, <br />3. Consider the Planning Director’s recommendation, and <br />4. Make a recommendation to the BOCC on the Resolution (Attachment 3) in time for a <br />September 15, 2020 Public Hearing. <br /> <br />11
