D R A F T <br /> <br />56 <br />AGENDA ITEM 5: CONSIDERATION OF ADDITIONS TO AGENDA. 57 <br />There were none 58 <br />59 <br />60 <br />AGENDA ITEM 6: PUBLIC CHARGE61 <br />62 <br />INTRODUCTION TO THE PUBLIC CHARGE63 <br />The Board of County Commissioners, under the authority of North Carolina General Statute,64 <br />appoints the Orange County Planning Board (OCPB) to uphold the written land development law of 65 <br />the County. The general purpose of OCPB is to guide and accomplish coordinated and 66 <br />harmonious development. OCPB shall do so in a manner, which considers the present and future 67 <br />needs of its citizens and businesses through efficient and responsive process that contributes to 68 <br />and promotes the health, safety, and welfare of the overall County. The OCPB will make every 69 <br />effort to uphold a vision of responsive governance and quality public services during our 70 <br />deliberations, decisions, and recommendations.71 <br />72 <br />PUBLIC CHARGE73 <br />The Planning Board pledges to the citizens of Orange County its respect. The Board asks its 74 <br />citizens to conduct themselves in a respectful, courteous manner, both with the Board and with 75 <br />fellow citizens. At any time, should any member of the Board or any citizen fail to observe this 76 <br />public charge, the Chair will ask the offending member to leave the meeting until that individual 77 <br />regains personal control. Should decorum fail to be restored, the Chair will recess the meeting 78 <br />until such time that a genuine commitment to this public charge is observed.79 <br />80 <br />81 <br />AGENDA ITEM 7: CHAIR COMMENTS82 <br />There were none 83 <br />84 <br />85 <br />AGENDA ITEM 8: PROPOSED AMENDMENTS TO THE TOWN OF HILLSBOROUGH/ORANGE COUNTY CENTRAL ORANGE 86 <br />COORDINATED AREA (COCA) LAND USE PLAN AND TO THE ORANGE COUNTY COMPREHENSIVE PLAN 87 <br />FUTURE LAND USE MAP (FLUM) -To review and make a recommendation to the BOCC on County-88 <br />initiated amendments to the COCA and FLUM in the vicinity of the southern portion of the 89 <br />Hillsborough Area Economic Development District. The amendments related to COCA affect 17 90 <br />parcels (in whole or part) encompassing 84 acres. The amendments related to the FLUM affect 20 91 <br />parcels (in whole or part) encompassing 89 acres. The COCA proposed land use category is 92 <br />Suburban Office and the FLUM proposed category is Economic Development. This item is 93 <br />scheduled for BOCC public hearing on September 15, 2020. 94 <br />PRESENTER:Tom Altieri, Comprehensive Planning Supervisor95 <br />96 <br />Tom Altieri reviewed the abstract and proposed changes97 <br />98 <br />Hunter Spitzer: The first question that I have, no residential zoning will be permitted under this new County Land Use 99 <br />under the Economic Transitionary correct?100 <br />101 <br />Tom Altieri: As part of these amendments, there is no associated rezoning at this time. The residential structures, 102 <br />the homes that are there now will continue to be conforming, the planning term, because the Rural Residential or R1103 <br />Zoning District will remain in place.104 <br />105 <br />Hunter Spitzer: So could these properties potentially be rezoned to say medium or low intensity residential 106 <br />development is my question, are those allowable zonings under this new land use?107 <br />108 <br />Tom Altieri: Yes109 <br />4
