Memorandum
To: Orange County Board of Commissioners
From: Sheriff Blackwood
Date: June 9, 2020
Re: Purchase of Mobile Command Center

The Orange County Sheriff’s Office is pleased to inform the Orange County Board of
Commissioners of the imminent purchase of a Mobile Command Center (MCC). The Sheriff will
use the MCC in a myriad of ways to enhance services provided to the residents of Orange County.
Emergency Services, other county departments, and law enforcement agencies in neighboring
jurisdictions will also be eligible to use the vehicle.
The MCC will be utilized in times of natural disaster, during states of emergency, at major
crime scenes, as central command at demonstrations and protests, staging for large gatherings, to
support days-long searches for missing persons, and for other crises and events. Adding this vehicle
to the fleet will allow the Sheriff’s Office to readily and reliably respond to these situations, better
serve our communities, and ensure continuity of operations. Motorola Solutions will supply the
vehicle with wifi capability, portable and mobile radios, necessary infrastructure, and other
equipment to provide mission-critical communications and technology.
Fiscal Year 2019-20 Budget Amendment #11, approved as part of the Consent Agenda by
the Commissioners at its meeting on June 16, 2020, includes a revenue amendment, which
authorized the receipt of monies to the Drug Forfeiture Fund (DFF). The total cost of the Mobile
Command Center, including the communications equipment, will be paid from the DFF.
