Fikes, ext 2490 <br />TELEPHONE NUMBERS: <br />Hillsborough 732-8181 <br />Chapel Hill 968-4501 <br />Durham f88-7331 <br />Mebane 336-227-2031 <br />PURPOSE: To consider awarding funding to the recommended bond projects and authorize <br />the Manager to issue a Letter of Commitment to each funded agency detailing the conditions of <br />award. <br />BACKGROUND: In November 1997, Orange County voters approved a $1.8 million dollar <br />housing bond issue. In the spring of 1998, a Housing Bond Policy Task Force was formed to <br />develop a Housing Bond Policy that was approved in December 1998. In December 1999, the <br />BOCC approved three bond projects committing a total of $690,000. These funds benefited the <br />following homeownership projects: <br />Project Title Funding Amount Number of Units <br />a. Habitat for Humanity - $460,000 43 single family dwellings <br />Richmond Hills - Efland <br />ii.EmPOWERment, Inc. - $90,000 4 condominiums <br />Pine Hill Drive - Carrboro <br />Before committing the remaining funds, approximately $1,110,000, the BOCC indicated a desire <br />to develop along-term housing affordability strategy. To facilitate the development of this <br />strategy, the Board convened a Housing Summit in March 2000 and in May 2000 formed the <br />Commissioners Affordable Housing Task Force. One of the duties of the Task Force was to <br />analyze the Housing Bond Policy to include review of the scoring process, and the types of <br />projects that should be funded with bond funds. As a result of their review, the Task Force <br />recommended some modifications to the Housing Bond Policy, and the revised Policy was <br />accepted by the Board of Commissioners on April 3, 2001. <br />
