10 <br /> <br />September 2 – 1 <br />October 1, 2020 Contracts Executed and Projects Begin 2 <br /> 3 <br />Emila Sutton, Housing Director, made the following PowerPoint presentation: 4 <br /> 5 <br />HOUSING BOND APPLICATION 2020 6 <br />Orange County Board of Commissioners 7 <br />May 19, 2020 8 <br /> 9 <br />Background 10 <br />• In the fall 2016, the Board of Commissioners approved a $5 million Affordable Housing 11 <br />Bond. Half of the bond funds ($2.5 million) were awarded in 2017. This application is for 12 <br />the remaining $2.5 million. 13 <br />• 2017 Awards: 14 <br />o $915, 334 to Habitat for Humanity for development of 24 owner occupied 15 <br />Townhomes for seniors in the W aterstone development serving ages 55 and 16 <br />above who earn between 30% and 80% of Area Median Income (AMI) 17 <br />o $636,533 and $736,833 to CASA for development of Merritt Mill Chapel Hill and 18 <br />Carrboro (respectively) for 28 proposed rental apartments serving people 19 <br />earning 50% or less AMI 20 <br />o $211,300 to EmPOWERment for the acquisition and rehab of a single family 21 <br />rental home for families earning under 50% AMI 22 <br /> 23 <br />2020 Housing Bond Application 24 <br />• The 2020 application was developed based on the Request for Proposals (RFP) for the 25 <br />2017 round of bond funding and the application evaluation criteria approved by the 26 <br />Board of Commissioners. 27 <br />• Eligible projects will be new construction for homeownership and/or rental development 28 <br />affordable to low-income households. Projects may be mixed-use and/or mixed-income. 29 <br />• Eligible applicants for funding will be: 30 <br />o nonprofit organizations involved in affordable housing and community 31 <br />development (including faith-based organizations) 32 <br />o for-profit developers, and 33 <br />o joint ventures between eligible nonprofit and for-profit entities 34 <br />• The application evaluation criteria consider the following factors for each proposed 35 <br />project: 36 <br /> (1) income and vulnerable population targeting 37 <br /> (2) targeting of households currently living and/or working in Orange County 38 <br /> (3) leveraging of other funding sources 39 <br /> (4) building and site design features including environmental sustainability and 40 <br />accessibility features 41 <br /> (5) community design features including neighborhood compatibility and location 42 <br />relative to transportation, employment opportunities, and services 43 <br /> (6) community sponsorship, engagement, and support 44 <br /> (7) project feasibility, and 45 <br /> (8) developer experience 46 <br /> 47 <br />2020 Housing Bond Application Proposed Changes 48
