• Adjacent properties are previously subdivided negating the requirement of stub-outs for <br />future development. <br />Op®n Space: <br />• 25.30 acres (35.5%) in open space <br />Landscaping <br />• Applicant proposes additional planting, berm and fencing along Mill Creek Road and High <br />Rock Road in excess of required landscaping. <br />Water-Sewer: <br />• Lots will have individual wells and septic systems <br />• Health Department verified that each lot contains provisionally suitable soils to locate a septic <br />system <br />Parks and Recreation <br />• Payment in-lieu of parkland dedication ($455 per recorded lot) will total $18,655 for 41 lots <br />• No dedication is warranted because no county recreation area or conservation area has <br />been identified at this time. <br />Agency Comments <br />Requests for agency review were sent to: NCDOT, Erosion Control, Recreation and Parks, <br />Orange County Schools, Soil Conservation, County Engineer, ERCD, County Attorney <br />Development Process. Schedule. and Action <br />Planning Board <br />• First Action: Concept Plan approved by the Planning Board (by unanimous vote) July 12, <br />2000, with concerns raised about adequately buffering site from surrounding properties. <br />• Preliminary Plan addresses all conditions of approval of the Concept Plan. <br />• Second Action: Planning Board unanimously recommended Preliminary Plan <br />approval February 7, 2001 with concerns raised about insuring Lots 21 and 22 not inhibit <br />access to open space. <br />• Third Action: Board of County Commissioners to consider Preliminary Plat <br />1. The application shall be placed on the Board of County Commissioners agenda within 90 <br />days of the Planning Board recommendation. <br />2. The Board shall consider the application within a reasonable amount of time. <br />3. During deliberations and consideration of the application the Board may defer <br />consideration at any point to pursue additional analysis and review. <br />4.
