He asked if the BOCC <br /> 32 were to bring this project forward, would it need to find offsetting funds, and how would that <br /> 33 look. <br /> 34 Travis Myren said this can be looked at on a yearly basis, but the cumulative effect on <br /> 35 debt service would be for the total 5 years. <br /> 36 Commissioner Dorosin asked Dr. Ingram if the BOCC did move this project up, so year <br /> 37 1 was next year, does Durham Tech have the capacity to execute that in that timeframe. <br /> 38 Dr. Ingram said yes, and the timeframe would include some planning. <br /> 39 Commissioner Price asked if capital costs would be included in the first year, versus <br /> 40 planning being in the first year. <br /> 41 Travis Myren said the first year would be $1 million for planning and design, with <br /> 42 construction costs in years 2 and 3. <br /> 43 Commissioner Price asked if the County can borrow funds for the planning process. <br /> 44 Travis Myren said yes, as long as the funds are connected to a fairly certain capital <br /> 45 project. <br /> 46 Commissioner Price asked if this is the best time to start this project given that DTCC is <br /> 47 in search of a new President, and will be in a time of transition and a pandemic. <br /> 48 Dr. Ingram said DTCC has a high-level land use concept plan.
