Climate Action Fund - Revised Brennan Bouma, (919) 245-2626 <br /> Eligibility and Scoring Guidelines Steven Arndt, (919) 245-2658 <br /> for FY20-21 <br /> PURPOSE: To: <br /> 1) Receive recommendations from the Climate Mitigation Review Team updating and <br /> clarifying the eligibility and scoring for future Climate Action Fund projects; and <br /> 2) Approve the new guidance and provide it to the Orange County Commission for the <br /> Environment (CFE) for their use in soliciting and scoring project applications for the <br /> FY20-21 round of Climate Action Fund projects. <br /> BACKGROUND: As part of the FY 2019-20 budget, the Board of Orange County <br /> Commissioners authorized an additional 1/4 cent property tax to provide an estimated $469,272 <br /> dedicated to accelerating climate change mitigation through the new Climate Change Mitigation <br /> Project in the Capital Investment Plan. Those funds have been awarded to a first round of <br /> projects, and the process for soliciting and selecting projects is being refined and clarified with <br /> the aim of creating a formal grant program. <br /> In mid-April, Commissioner Penny Rich asked Commissioners Renee Price, Sally Greene, and <br /> Mark Marcoplos to serve as a Climate Action Review Team to review the first year's process <br /> and make recommendations to the full Board of Commissioners during the June 2nd Business <br /> meeting. Brennan Bouma was designated to serve as supporting staff, and both Steven Arndt <br /> and Travis Myren also participated to offer assistance. <br /> The specific charge for this group was to: <br /> 1. Review the scoring process put in place by the CFE <br /> 2. Consider modifications <br /> 3. Make eligibility recommendations to clarify who can apply for the grant <br /> 4. Confirm the application process <br /> 5. Make recommendations for the project evaluation process for the CFE to use moving <br /> forward <br />
