45 <br /> Section H <br /> at Carrboro High School is not anticipated in the 10-year projection period. This is similar to last <br /> year's projections. Due to renovations to Chapel Hill High School, this level will experience an <br /> increase in capacity of 105 seats for the 2020-21 school year. <br /> Additional Information for Chapel Hill/Carrboro School District <br /> Following the economic downturn, there has been an increase in residential projects, specifically <br /> multifamily development, in the Town of Chapel Hill. Currently, there are over three thousand <br /> proposed single family and multifamily housing units approved,but undeveloped in the CHCCS <br /> district. As previously stated, proposed growth is not directly and immediately included in the <br /> SAPFO projection system until actual students begin enrollment. The CAPS test is conducted <br /> during the approval process at a certain stage and this step does project development impacts <br /> against rated capacity. Once students are enrolled in a school year, through annual reporting of <br /> student membership numbers, 10-year student projections can be updated to display future <br /> capacity needs in time to efficiently plan for future school construction requests. Staff and the <br /> SAPFO Technical Advisory Committee will continue to monitor and evaluate the demand and <br /> growth of residential development in Chapel Hill and Carrboro as well as its effect on student <br /> membership rates. <br /> Charter schools are not included as part of the SAPFO Annual Report and, as a result, their <br /> membership and capacity numbers are not monitored or included in future projections. However, <br /> the SAPFO Technical Advisory Committee does monitor charter schools and their effect on <br /> student enrollment at both school districts. If a charter school does close and a spike is realized in <br /> school enrollment, the student projections will likely accelerate the need in future years, still <br /> within an appropriate time for CIP planning. Charter Schools are additionally monitored by the <br /> Department of Public Institution (DPI) which provides pupil information, based on data received <br /> from Charter Schools located in Orange County, to the County for funding purposes. <br /> Orange County School District <br /> Elementary <br /> The previous year(2018-19)projections for November 2019 at this level were underestimated by <br /> 19 students. Actual membership increased by 27 students. Over the previous ten years, this level <br /> experienced positive growth before experiencing decreases in 2014-15, 2016-17, and 2017-18. <br /> 31 <br />
