Based on House Bill 90, average class sizes for kindergarten to third grade will be <br /> phased-in as provided below: <br /> 2019 — 2020 1:19 <br /> 2020 — 2021 1:18 <br /> 2021 — 2022 1:17 <br /> Based on November 15, 2019 membership and capacity numbers, reductions in class <br /> size averages are expected to create elementary school capacity issues for the 2023-24 <br /> school year. In order to address these impacts, the School Boards and Orange County Board <br /> of Commissioners continue to meet to review elementary school capacity (including Pre-K <br /> impacts) and determine how to implement the school capacity changes into the SAPFO annual <br /> report and 10-year student membership and building capacity projections sheets. <br /> FINANCIAL IMPACT: Current 10-year student growth projections show no future capacity <br /> needs for additional schools in the CHCCS District and OCS District. Implementation of class <br /> size legislation will likely require additional capacity at the elementary school level in a shorter <br /> time period. <br /> SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goal is applicable to <br /> this agenda item: <br /> • GOAL: ENSURE ECONOMIC SELF-SUFFICIENCY <br /> The creation and preservation of infrastructure, policies, programs and funding necessary <br /> for residents to provide shelter, food, clothing and medical care for themselves and their <br /> dependents. <br /> ENVIRONMENTAL IMPACT: There is no Orange County Environmental Responsibility Goal <br /> impact applicable to this item. <br /> RECOMMENDATION(S): The Manager recommends the Board approve the 2020 SAPFOTAC <br /> Annual Report and certify those aspects of the Report detailed in the summary table above. <br />
