He <br /> 18 said this has driven up the costs of the bids, and it is north of$500,000, with the additional costs <br /> 19 of the living wage added. <br /> 20 Commissioner Marcoplos referred to the custodial services bids, and asked if CHCCS <br /> 21 has looked into the comparative costs of bringing these services in house. <br /> 22 Jonathan Scott said a committee looked at the bids and it is considerably more money to <br /> 23 bring these services in house, due to the cost of purchasing equipment and supplies. <br /> 24 Interim Superintendent Abele said to bring these services back in house would be about <br /> 25 $1 million, including personnel and capital costs for supplies. He said the $500,000 was an <br /> 26 increase in contractor costs, due to the living wage, over the current contract price. He said <br /> 27 bringing services in house has far more start up costs for equipment, etc. <br /> 28 Commissioner Dorosin asked if the outside contract is $500,000, or if it is $500,000 in <br /> 29 addition to what it has cost previously. <br /> 30 Jonathan Scott said CHCCS anticipated an increase of$500,000 to bring the employees <br /> 31 up to the living wage, and an additional $500,000 to bring it all back in house. He said the <br /> 32 contract is well over$1 million. <br /> 33 Jonathan Scott said the contract is $1.7 million. <br /> 34 Commissioner Marcoplos clarified if CHCCS were to bring custodial services in house, it <br /> 35 would have to buy supplies and equipment. He said the equipment would be a onetime cost, <br /> 36 and he wondered what the outlook over three years would be if the services were brought in- <br /> 37 house. He asked if there might be savings over time. <br /> 38 Commissioner Dorosin asked if the contract breakdown could be given again. <br /> 39 Jonathan Scott said the base contract is $1.7 million for the cleaning, and then an <br /> 40 additional $500,000 to pay the living wage, bringing the total to $2.2 million <br /> 41 Commissioner Dorosin said the current contractors are not paying a living wage. <br /> 42 Jonathan Scott said yes, and noted that this is an older contract. <br /> 43 Commissioner Dorosin said this is an annual conversation, and he would promote that <br /> 44 there are additional benefits to the community by bringing custodial services in-house. <br /> 45 CHCCS Chair Wolfe said one current cleaning company is a family owned business, and <br /> 46 both current contractors do bring the values that Commissioner Dorosin mentioned. She said <br /> 47 CHCCS does have a balance of in house workers during the day, and other services at night. <br /> 48 She said the BOE has asked similar questions, and reviewed this issue at length. She said it is <br /> 49 a multi-year contract, and staff is gathering more information that will be provided to the Orange <br /> 50 County Board of Commissioners. <br />
