7

1
Commissioner Dorosin said there is a movement toward tankless water heaters to save 2
money, and asked if this would work in these contexts. 3
Commissioner Greene said there is also a move toward solar powered water heaters, 4
and this is just a thought for down the line. 5
Travis Myren said yes, staff could look at both options. 6
Commissioner Marcoplos said the on-demand water heating is really efficient, but LP 7
gas would be needed, as opposed to natural fracked gas, in order to be most environmentally 8
friendly. He said a combination of on-demand and solar heaters would be great. 9
Travis Myren resumed the PowerPoint presentation: 10
11
FY2020-21 Recommended County Projects 12
• Historic Courthouse – Building and Grounds Improvements - $20,000 13
o Architect and Structural Engineering Services 14
Design for Structural and Exterior Repairs 15
Brick Restoration 16
Foundation and Site Drainage 17
Structural Corrections for Roof System 18
o Total Investment of $630,000 over Next Five Years 19
FY2021-22 - $220,000 20
FY2022-23 - $390,000 21
22
FY2020-21 Recommended County Projects 23
• Orange County Southern Branch Library - $400,000 24
o Carrboro Partnership and Development Agreement 25
203 South Greensboro Street 26
Next Decision Point - Guaranteed Maximum Price in May 2021 27
If Project Proceeds - Construction Complete in June/July 2022 28
o FY2020-21 Additional Design Services 29
Reprogram Space Designated for the Arts Center 30
Design Space for Skills Development 31
o Total Project Construction Budget + Contingencies – 32
$15.6 million Programmed in FY2021-22 33
34
Orange County Southern Branch Library Site (photo) 35
36
Commissioner Dorosin asked if there have been any more conversations with the Town 37
of Carrboro about post covid issues. 38
Bonnie Hammersley said she has discussed this with the Town Manager, and he agreed 39
that knowing they have a decision point going forward, and knowing that once the designs are 40
done, that they/we can stop if need be. She said Carrboro is on the same page. 41
Commissioner Dorosin said it is probably going to be cheaper to build now, rather than 42
later. 43
Travis Myren resumed the PowerPoint presentation: 44
45
FY2020-21 Recommended County Projects 46
• Parking Lot Improvements - $215,000 47
Increase of $69,500 from FY2019-20 48
o Crack Filling at Multiple Facilities - $15,000 49
o Eno River Parking Deck - $200,000 50
