Minutes 7 <br />The Board approved the draft minutes from the April 7, 2020 BOCC Virtual Business Meeting as 8 <br />submitted by the Clerk to the Board. 9 <br />b. Fair Housing Month Proclamation 10 <br />The Board approved a proclamation designating April 2020 as Fair Housing Month in Orange 11 <br />County, North Carolina. 12 <br />c. Refunding a Portion of the Solid Waste Programs Fee for Residents Being Provided 13 <br />Curbside Recycling Service by the City of Mebane 14 <br />The Board authorized providing refunds for the last three years for the portion of the Solid 15 <br />Waste Program fee allocated to curbside recycling to single family homes in the City of Mebane 16 <br />that pay for and receive curbside recycling from the City of Mebane. 17 <br />d. Approval of a Grace Period for the Registration and Renewal Process for Orange 18 <br />County Beverage Licenses through July 15, 2020 19 <br />The Board approved a resolution, which is incorporated by reference, establishing a grace 20 <br />period for the registration and renewal of Orange County Beverage Licenses through July 15, 21 <br />2020 due to the Covid-19 Pandemic and the State of Emergency issued by Governor Roy 22 <br />Cooper on March 10, 2020, and the Declaration of an Orange County State of Emergency to 23 <br />Order the Public to Stay at Home in order to slow the further spread of COVID-19. 24 <br />e. Adoption of the Final Financing Resolution Authorizing the Issuance of $40,750,000 in 25 <br />Installment Purchase Financing for Various Capital Investment Plan Projects 26 <br />The Board adopted the final financing resolution, which is incorporated by reference, authorizing 27 <br />the borrowing of approximately $40,750,000 in installment financing to finance capital 28 <br />investment projects and equipment for the fiscal year, including amounts to pay transaction 29 <br />costs. 30 <br />f. Fiscal Year 2019-20 Budget Amendment #8 31 <br />The Board approved budget and grant project ordinance amendments for fiscal year 2019-20 32 <br />for Animal Services; Social Services; the Health Department; Library Services; New Hope 33 <br />Volunteer Fire Department; and the Planning and Inspections Department. 34 <br />g. Approval of a Lease for a Section of the Roof and Wall of the Sportsplex to Cellco 35 <br />Partnership (Verizon Wireless) for Installation of a Mini Cell Phone Tower 36 <br />The Board approved a five year lease agreement with Cellco Partnership (dba Verizon 37 <br />Wireless) for space on the wall and roof of the Sportsplex, located at 101 Meadowlands Drive in 38 <br />Hillsborough, for the installation, operation and maintenance of communications equipment; and 39 <br />authorize the Chair to sign the Resolution for Lease, and the Manager to sign the Non-40 <br />Disturbance and Attornment Agreement, and Lease Agreement upon final review by the County 41 <br />Attorney. 42 <br />h. Change in BOCC Meeting Schedule for 2020 43 <br />The Board voted to change the Board of Commissioners’ meeting calendar for 2020 to make all 44 <br />scheduled meetings in May virtual meetings. 45 <br /> 46 <br />9. County Manager’s Report 47 <br />Bonnie Hammersley said staff is currently putting together a recovery team with the 48 <br />jurisdictions and towns. 49 <br />Bonnie Hammersley said staff is monitoring all situations and documenting all funding. 50 <br />She said she is awaiting information from the towns as to their proposed members. 51
