Proposed Orange County Five-Year Consolidated Plan, FY 2020-2021 Annual 8 <br />Action Plan, and FY 2020-2021 HOME Activities 9 <br /> 10 <br />The Board will consider: 11 <br />1) Adoption of a Resolution approving the draft Five-Year Consolidated Plan for FY 2020-12 <br />2021 through FY 2024-2025 and FY 2020-2021 Annual Action Plan; 13 <br />2) Adoption of a Resolution approving the proposed HOME Program Activities for FY 2020-14 <br />2021 and authorize the Chair to sign; and 15 <br />3) Authorizing the County Manager to implement the HOME Program as approved by the 16 <br />BOCC, including the ability to execute agreements with partnering nonprofit 17 <br />organizations after consultation with the County Attorney and based on the allocation 18 <br />received from HUD. 19 <br /> 20 <br />BACKGROUND: 21 <br />Consolidated Plan and Annual Action Plan 22 <br />Every five years, state and local governments (“Participating Jurisdictions”) that receive HOME 23 <br />Investment Partnerships Program funds from the U.S. Department of Housing and Urban 24 <br />Development (“HUD”) are required to complete a Consolidated Plan that assesses the housing 25 <br />and community development needs of their jurisdiction, analyzes market conditions, and lays 26 <br />out a strategic plan that identifies priority needs and associated goals and anticipated 27 <br />allocations of federal and other funds. Additionally, Participating Jurisdictions must complete an 28 <br />Annual Action Plan showing how they will work to fulfill the goals and address the priorities in 29 <br />the Consolidated Plan in each program year. 30 <br /> 31 <br />The Orange County HOME Consortium (also called the Local Government Affordable Housing 32 <br />Collaborative), consisting of the County and the Towns of Carrboro, Chapel Hill, and 33 <br />Hillsborough, completed the Consolidated Plan and Annual Action Plan through extensive data 34 <br />analysis and community engagement conducted in partnership with Apiary Community 35 <br />Consulting and University of North Carolina researchers. 36 <br /> 37 <br />FY 2020-2021 HOME Program Activities 38 <br />For FY 2020-2021, Orange County anticipates receiving the following HOME resources: 39 <br />FY 2020-2021 40 <br /> 41 <br />HOME Funds $ 374,851 42 <br />HOME Program Income $ 13,000 43 <br />Local Match (25% of HOME) $ 93,712 44 <br />Total $ 481,563 45 <br /> 46 <br />The above amounts are estimates and may be adjusted according to the actual allocation 47 <br />received from HUD. 48 <br /> 49 <br />The HOME Consortium, comprised of one (1) elected official and staff members from Orange 50
