11

Commissioner Price asked if this project could be secured for a year, and move forward 1
with major improvements later on. 2
Travis Myren said that is possible, and he will track down the costs of renting the current 3
trailer on site, and see what savings there might be. 4
Commissioner Price asked if a thorough inspection of this property has been completed. 5
Travis Myren said he would check and see if he can find one, but he feels staff has a 6
pretty good handle on the needs. 7
Chair Rich asked if repairs do not proceed could they be more expensive down the line. 8
Travis Myren said he could not quantify that, but water will continue to penetrate and 9
mold will continue to grow. 10
Commissioner Price said staff could secure the building. 11
Travis Myren said staff would get a scope of work to the Board, outside of a full 12
renovation. 13
Chair Rich said her concern is this will cost more in the long run, if the Board does not 14
take action soon. 15
Commissioner Dorosin asked if the purpose of this project is only for historic 16
preservation, or is the building used for other purposes. 17
Travis Myren said the house had served for staff offices, and there is a rented trailer out 18
there now. He said he will get a cost benefits estimation, and the long-term goal is for it to 19
serve as a park feature, such as a nature center, etc. 20
Commissioner Dorosin clarified it would be a feature of the park as well as a staff office. 21
Travis Myren said there is an office building in the long-term plan, so it would change 22
from a staff use to a park use. 23
Chair Rich asked if there were any caveats to keep the house as is on the property, 24
when the County purchased it. 25
Travis Myren said he would check on this. 26
Chair Rich asked if staff could find out the year the house was built. 27
Commissioner Price said she is in no way suggesting to get rid of the building, just to 28
possibly delay the renovations for a period of time. She said she is concerned that it may cost 29
more than the $350,000 for renovations, due to the deterioration of the house. 30
Travis Myren resumed the PowerPoint presentation: 31
32
FY2020-21 Recommended Parks, Open Space, and Trail Development Projects 33
• Conservation Easements - $1,000,000 34
o Budgeted Every Other Year at $1,000,000 35
$500,000 in County Funding 36
$500,000 in Grant Funding 37
o Provides Matching Funds to Preserve Farmland, Natural Areas, and Water 38
Quality Buffers 39
o Approximately 2,500 acres Currently Protected by Conservation Easements 40
throughout the County 41
42
Chair Rich asked if staff could provide a balance of the Lands Legacy funds. 43
Travis Myren said he would get that information to the Board. He resumed the 44
PowerPoint presentation: 45
46
Orange County Exisiting Conservation Easements (map) 47
48
FY2020-21 Recommended Parks, Open Space, and Trail Development Projects 49
• Fairview Landfill Assessment Continuation - $500,000 50
