Agenda Item #1 <br /> Attachment C <br /> OCS Board of Education <br /> Approved 2020-2021 Local Operating Budget Request <br /> FOCI III -STAKEHOLDER ENGAGEMENT: <br /> According to John Hattie, Education Researcher, "The effect of parental engagement over a student's school <br /> career is equivalent to adding an extra two or three years to that student's education." <br /> Stakeholders have a stake in the school district and its students,which means they have personal,professional, <br /> civic,financial interest or concern in the school district. We cannot move this work forward without realizing <br /> how vital stakeholder engagement is to the success and improvement of a school district. This engagement can <br /> improve outcomes for students. <br /> By no means are we suggesting or even recommending that the above areas be the only focus for <br /> administration going forward. However,we are saying that we need to double down in these areas to improve <br /> the outcomes for"EVERY"student in Orange County Schools. <br /> BUDGET OVERVIEW— FY 2020-2021 <br /> The 2020-2021 Board of Education approved budget represents Orange County School's commitment to the <br /> three foci outlined above and our core belief"First Choice for Families". The District continues to be faced with <br /> the challenges of meeting on-going critical academic and social and emotional needs of students and staff while <br /> balancing the uncertainty of the many funding sources that provide the resources. <br /> Orange County Schools continually strives to maximize revenues from all sources which include, State, Federal <br /> and Local County Governments while ensuring optimal learning environments for our students. Our budget <br /> request for the 2020-2021 academic year reflects our commitment. <br /> Even though our State did not pass a budget for the 2019-2020 fiscal year,legislation is in place to ensure state <br /> agencies can continue operating. Legislation passed in 2017 allows the state government to continue operating <br /> utilizing current funding levels. As a result,the state funding levels for the 2019-202o academic year were <br /> funded at the same level as 2018-2019 where a budget was enacted in law. At this time,we are anticipating <br /> funding from the State of North Carolina to hold at the 2019-2020 level of$49.0 million. Federal programs are <br /> anticipated to contribute$3.4 million in revenue. Other revenue sources for Orange County Schools include <br /> two enterprise funds, School Nutrition and After School Care. As Enterprise Funds,these programs are fee <br /> based and operate as self-sustaining therefore not requiring funding support from other State, Federal or Local <br /> revenues provided to the district in support of operational needs. <br /> School Nutrition After School Care <br /> Restricted Local 39, <br /> 0 <br /> 3% <br /> State <br /> 50% <br /> Local <br /> Federal <br /> 4% <br /> 8 <br />
