10 <br /> NOW, THEREFORE, BE IT RESOLVED that the Board of Commissioners of Orange County, <br /> North Carolina do hereby encourage all residents of Orange County to share only confirmed <br /> and verifiable information provided by organizations such as the World Health Organization, the <br /> Centers for Disease Control and Prevention, the North Carolina Department of Health and <br /> Human Services Division of Public Health and the Orange County Public Health Department, to <br /> ensure that it is accurate and does not stoke unfounded fears. <br /> BE IT FURTHER RESOLVED that the Board of Commissioners of Orange County encourages <br /> Orange County residents to denounce any racist and xenophobic rhetoric targeting members of <br /> our community and ensure that we act swiftly to condemn and address violent racism and <br /> mitigate any economic loss, rooted in fear and misinformation. <br /> This the 10th day of March, 2020. <br /> A motion was made by Commissioner Price, seconded by Commissioner Bedford to <br /> approve and authorize the Chair to sign the resolution. <br /> VOTE: UNANIMOUS <br /> Chair Rich suggested it be sent to the Town Clerks to distribute to all elected officials. <br /> 5. Unified Development Ordinance (UDO) Text Amendments — Clarification of <br /> Setbacks from the West Fork on the Eno Reservoir <br /> The Board held a public hearing, receive the Planning Board recommendation and <br /> public comment, and consider action on Planning Director initiated Unified Development <br /> Ordinance (UDO) text amendments revising/updating existing guidelines associated with the <br /> enforcement of reservoir setbacks for structures and septic systems. <br /> Michael Harvey, Current Planning, presented the information below: <br /> PURPOSE: <br /> To hold a public hearing, receive the Planning Board recommendation and public comment, <br /> and consider action on Planning Director initiated Unified Development Ordinance <br /> (UDO) text amendments revising/updating existing guidelines associated with the enforcement <br /> of reservoir setbacks for structures and septic systems. <br /> Specifically, the amendment seeks to establish the effective date for the expansion of the West <br /> Fork on the Eno reservoir. If approved, the amendment will create an exemption for parcels and <br /> development (i.e. structures and septic systems) established prior to the creation/expansion of <br /> the reservoir, specifically February 12, 1997. <br /> The amendment also updates existing references to the final normal pool elevation (NPE) of <br /> the reservoir, which according to the Town of Hillsborough is going to be 642 ft. In the summer <br /> of <br /> 2019, the Town indicated the NPE for the reservoir was going to be 643.9 ft. and staff <br /> proceeded with an amendment based on this information. After being notified of the updated <br /> NPE, the amendment now references a NPE of 642 ft. <br />
