When the impact of including Pre-K students is combined with the impact of <br /> elementary class size reductions mandated under State law, additional capacity is suggested for <br /> Chapel Hill Carrboro City Schools in the 2021-22 school year and in Orange County Schools in <br /> the 2024-25 school year. <br /> As a way to avoid development limitations, the Boards also discussed a more informal process <br /> to reflect Pre-K students that would not result in determinations of insufficient capacity. This <br /> could be accomplished without a formal amendment to the Schools Adequate Public Facilities <br /> Memorandum of Understanding or the Schools Adequate Public Facilities Ordinance. <br /> FINANCIAL IMPACT: There is no direct financial impact associated with this item. <br /> SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goal is applicable to <br /> this item: <br /> ■ GOAL: ENSURE ECONOMIC SELF-SUFFICIENCY <br /> The creation and preservation of infrastructure, policies, programs and funding necessary <br /> for residents to provide shelter, food, clothing and medical care for themselves and their <br /> dependents. <br /> ENVIRONMENTAL IMPACT: There is no Orange County Environmental Responsibility Goal <br /> impact associated with this item: <br /> RECOMMENDATION(S): The Manager recommends the Board discuss next steps for <br /> addressing the treatment of Pre-K student membership in light of the existing SAPFO <br /> regulations. Options for the Board to consider may include: <br /> 1. Directing staff to prepare a formal amendment to the Schools Adequate Public Facilities <br /> Memorandum of Understanding including direction on capacity determinations <br /> (Certification of Adequate Public Facilities or CAPS) related to residential development; <br /> 2. Directing staff to create an informal capacity tracking tool unrelated to the Schools <br /> Adequate Public Facilities MOU and Ordinance; <br /> 3. Deferring action on this item to a later date. <br />
