4 <br /> that no group of people should bear a disproportionate share of the negative <br /> environmental consequences resulting from industrial, governmental and <br /> commercial operations or policies. <br /> • GOAL: ENABLE FULL CIVIC PARTICIPATION <br /> Ensure that Orange County residents are able to engage government through <br /> voting and volunteering by eliminating disparities in participation and barriers to <br /> participation. <br /> ENVIRONMENTAL IMPACT: The following Orange County Environmental Responsibility <br /> Goal impact is applicable to this item: <br /> • CLEAN OR AVOIDED TRANSPORTATION <br /> Implement programs that monitor and improve local and regional air quality by 1) <br /> promoting public transportation options, 2) decreasing dependence on single- <br /> occupancy vehicles, and 3) otherwise minimizing the need for travel. <br /> ENVIRONMENTAL IMPACT: There are no Orange County Environmental Responsibility Goal <br /> impacts associated with the Budget Amendment items other than the ones stated in Items #3 and <br /> #6 above. <br /> FINANCIAL IMPACT: Financial impacts are included in the background information above. This <br /> budget amendment provides for the receipt of these additional funds in FY 2019-20 and increases <br /> the General Fund by $297,459, the Grant Project Fund by $24,397, and the Fire Districts Fund <br /> by $75,000. <br /> RECOMMENDATION(S): The Manager recommends the Board approve the budget and grant <br /> project ordinance amendments for fiscal year 2019-20. <br />
