BACKGROUND: Mayors of Durham, Chapel Hill, Raleigh and Cary, recognizing that travel patterns in the Triangle are regional and transportation issues must be addressed at a regional level, funded a study to: * State the problem(s) • Compile existing, publicly adopted plans; • Identify current and future deficiencies and mobility needs in regionally-significant corridors; and • Determine funding shorfalls, and identify and asssess viable funding options. The report quantifies transportation investments in addition to those programmed in fiscally constrained plans. Proposed additional transportation investments increase capacity for all modes of travel; however, proposed additional investments emphasize greater increases in: surface streets; • managed lanes; • transit; and • pedestrian/bicycle facilities. The report identifies new State funding sources and suggests other possible revenues that could be generated for the Triangle Region (car rental tax, property tax, sales tax, hotel occupancy tax, transfer tax, higher impact fees). The report also suggests increased private participation should be encouraged through innovative and equitable policies. FINANCIAL IMPACT: There is no immediate financial impact associated with endorsing the report. RECOMMENDATION(S): As the Board decides.
