10 <br /> 1 <br /> 2 WHEREAS, the sharing of inaccurate information or unconfirmed reports runs the risk of <br /> 3 increasing fears and inciting violence; <br /> 4 <br /> 5 NOW, THEREFORE, BE IT RESOLVED that the Board of Commissioners of Orange County, <br /> 6 North Carolina do hereby encourage all residents of Orange County to share only confirmed <br /> 7 and verifiable information provided by organizations such as the World Health Organization, the <br /> 8 Centers for Disease Control and Prevention, the North Carolina Department of Health and <br /> 9 Human Services Division of Public Health and the Orange County Public Health Department, to <br /> 10 ensure that it is accurate and does not stoke unfounded fears. <br /> 11 <br /> 12 BE IT FURTHER RESOLVED that the Board of Commissioners of Orange County encourages <br /> 13 Orange County residents to denounce any racist and xenophobic rhetoric targeting members of <br /> 14 our community and ensure that we act swiftly to condemn and address violent racism and <br /> 15 mitigate any economic loss, rooted in fear and misinformation. <br /> 16 <br /> 17 This the 101" day of March, 2020. <br /> 18 <br /> 19 A motion was made by Commissioner Price, seconded by Commissioner Bedford to <br /> 20 approve and authorize the Chair to sign the resolution. <br /> 21 <br /> 22 VOTE: UNANIMOUS <br /> 23 <br /> 24 Chair Rich suggested it be sent to the Town Clerks to distribute to all elected officials. <br /> 25 <br /> 26 5. Public Hearings <br /> 27 <br /> 28 a. Unified Development Ordinance (UDO) Text Amendments — Clarification of <br /> 29 Setbacks from the West Fork on the Eno Reservoir <br /> 30 <br /> 31 The Board held a public hearing, receive the Planning Board recommendation and <br /> 32 public comment, and consider action on Planning Director initiated Unified Development <br /> 33 Ordinance (UDO) text amendments revising/updating existing guidelines associated with the <br /> 34 enforcement of reservoir setbacks for structures and septic systems. <br /> 35 Michael Harvey, Current Planning, presented the information below: <br /> 36 <br /> 37 PURPOSE: <br /> 38 To hold a public hearing, receive the Planning Board recommendation and public comment, <br /> 39 and consider action on Planning Director initiated Unified Development Ordinance <br /> 40 (UDO) text amendments revising/updating existing guidelines associated with the enforcement <br /> 41 of reservoir setbacks for structures and septic systems. <br /> 42 <br /> 43 Specifically, the amendment seeks to establish the effective date for the expansion of the West <br /> 44 Fork on the Eno reservoir. If approved, the amendment will create an exemption for parcels and <br /> 45 development (i.e. structures and septic systems) established prior to the creation/expansion of <br /> 46 the reservoir, specifically February 12, 1997. <br /> 47 <br /> 48 The amendment also updates existing references to the final normal pool elevation (NPE) of <br /> 49 the reservoir, which according to the Town of Hillsborough is going to be 642 ft.
