Our conclusion is that the electrical costs to create ice for storage at night exceeds <br />any demand charge savings under the current electrical power rate schedule. Since it will <br />actually cost mare to operate the system through its implementation, we do not recommend <br />the installation of an ice thermal storage system. This is discussed in mare detail in our <br />analysis. <br />Solar Heating Systems <br />We have also considered the use of solar heating systems for use at each of the facilities. <br />Solar heating could be considered as a supplement to the conventional heating system, but <br />would not be able to meet the entire heating needs at either location. Our conclusion is that <br />the initial capital costs to install a solar system would not provide a payback within a <br />reasonable period of time. <br />Also, solar heating is best incorporated into a building during the initial design. A design <br />approach that considers the whole-building design would consider solar heating within the <br />context of the entire building envelope, including windows, daylighting, and the HVAC <br />system(s). Orange County may wish to investigate solar heating fvr domestic hot water <br />needs, especially at the Northern Center. <br />The following pages provide descriptions of each of the systems considered. <br />(33) <br />
