The predecessor, NIIMS, provided the following: <br />1) Incident Command System <br />2) Training <br />3) Qualification and Certification <br />4) Publication Management <br />5) Supporting Technologies <br />NIMS will offer these additional resource management tools: <br />1) Command and Management, including ICS <br />2) Preparedness <br />3) Resource Management <br />4) Communications and Information Management <br />5) Supporting Technologies <br />6) NIMS Management and Maintenance <br />This program is mandated to states and localities as described in Section 20 in Homeland <br />Security Presidential Directive-5, which is attached. If states and localities do not adopt NIMS, <br />the respective jurisdiction will no longer be eligible for Federal preparedness assistance through <br />grants, contracts, or other activities. <br />FINANCIAL IMPACT: All agencies work under an Incident Management System, so this will <br />merely change or enhance the agency's existing system. There will initially be training and <br />education requirements to satisfy the requirement constituting adoption of NIMS, however much <br />of this training is funded through grants, and free online training through the Federal Emergency <br />Management Agency (FEMA). Future training will be provided as it is currently done through <br />normal operating budgets which should not make a great impact on County operations. <br />RECOMMENDATION(S): The Manager recommends that the Board <br />Adopt the NIMS proclamation; <br />Direct staff to ensure to the extent possible that all response organizations that receive <br />funding from the County through direct operations or through contracts utilize the NIMS <br />Incident Command System format when they train, respond, and exercise; and <br />Direct staff to ensure to the extent passible all response organizations that operate under <br />franchise agreements for the provision of convalescent transport services utilize the <br />NIMS Incident Command System when they train, respond and exercise. <br />
