This system, called the National Incident Management System
(NIMS), will assist in the coordination of many aspects of emergency preparedness, response
and recovery missions. Emergencies of all types share common issues such as public
protective actions, resource needs, incident site response, planning, and recovery.
The ultimate goal of this system is to enable responders at all levels to work together more
effectively to manage a domestic incident, no matter what the cause, size or complexity.
Qn May 11, 2005, Michael F. Easley, Governor of the State of North Carolina, signed a
proclamation adopting NIMS throughout the state, and directed all counties and localities to do
the same.
The National Wildfire Coordination Group developed the NIMS incident management
characteristics in 1982 and called the management system the National Interagency Incident
Management System (NIIMS). The Department of Homeland Security adopted this framework
as the framework for the management system.
