This system, called the National Incident Management System <br />(NIMS), will assist in the coordination of many aspects of emergency preparedness, response <br />and recovery missions. Emergencies of all types share common issues such as public <br />protective actions, resource needs, incident site response, planning, and recovery. <br />The ultimate goal of this system is to enable responders at all levels to work together more <br />effectively to manage a domestic incident, no matter what the cause, size or complexity. <br />Qn May 11, 2005, Michael F. Easley, Governor of the State of North Carolina, signed a <br />proclamation adopting NIMS throughout the state, and directed all counties and localities to do <br />the same. <br />The National Wildfire Coordination Group developed the NIMS incident management <br />characteristics in 1982 and called the management system the National Interagency Incident <br />Management System (NIIMS). The Department of Homeland Security adopted this framework <br />as the framework for the management system. <br />
