This work plan and cost estimate should be submitted to,and approved by,the PRLF Unit for <br /> the described services to be eligible for cost reimbursement by DEQ. <br /> Scope of Services <br /> S&ME proposes the following Scope of Services for the Remedial Investigation—Waste Characterization, <br /> Groundwater and Landfill Gas Monitoring (483DP-13 and 14) at the Hillsborough Dump site.These services will be <br /> performed in general accordance with NCDEQ Inactive Hazardous Sites Program guidance documents: Guidelines <br /> for Addressing Pre-Regulatory Landfills and Dumps,dated November 2015, Guidelines for Assessment and Cleanup, <br /> dated October 2015, and S&ME's approved Standard Operating Procedures and Quality Assurance(SOP/QR) <br /> Manual(July 2010), previously approved by NCDEQ. <br /> Task 483DP-13 Waste Characterization, Groundwater and Landfill Gas Monitoring <br /> Suhtask A Work PlanlProposal Preparation <br /> The following services were performed: <br /> Coordination with Orange County for Scope of Work guidance. <br /> In person meeting with Orange County to review data collected from previous assessments and to <br /> develop the approach for the work plan. <br /> Developed and revised drawings to present the proposed boring and sampling locations. <br /> Procured competitive subcontractor quotes. <br /> Developed cost estimate spreadsheets. <br /> Prepared field services schedule and task descriptions. <br /> Prepared this proposal and work plan. <br /> Subtask B Waste Characterization <br /> Waste characterization will be performed at three locations(WC-1 through WC-3)to assess the physical and <br /> chemical nature,and vertical depth, of the buried waste material previously identified by the geophysical survey <br /> and waste delineation activities conducted at the site. Boring locations were provided by the County based on <br /> guidance they received from the Unit. Borings will be advanced using hollow-stem augers and media samples will <br /> be collected from turned up cuttings. Borings will be continuously logged to characterize the encountered <br /> soil/waste. The collected media will be screened using PID. A sample of the buried waste will be selected for <br /> laboratory analysis if a portion of the boring core has a PID reading greater than 50 parts per million (ppm). A <br /> second waste sample will be collected from the base of the waste(regardless of PID reading)and one sample of <br /> native material will be collected immediately below the waste. For budgeting purposes,three samples(two waste <br /> samples and one native soil sample)from each boring are proposed to be collected for analysis. A total of nine <br /> solid media samples (plus QC samples)will be collected. One duplicate sample will be collected per day of <br /> sampling. One equipment blank sample will be collected per week of sampling. <br /> Samples will be shipped to a North Carolina certified laboratory for analysis using the most current USEPA <br /> Contract Laboratory Program Target Compound list for: <br /> January 16,2020 2 <br />
