Durham County is similarly updating its plan in the same timeframe which <br /> is planned for January-February 2021. <br /> This timeframe is timed to an annual review and budget of the plan each July and consistent <br /> with Durham-Chapel Hill-Carrboro Metropolitan Planning Organization, Burlington-Graham <br /> Metropolitan Planning Organization, and Triangle Area Rural Planning Organization <br /> transportation and transit processes. <br /> At the November 7, 2019 Board meeting, Deputy County Manager Travis Myren gave an <br /> overview to the BOCC related to existing revenues and expenditures. Although short term plans <br /> have limitations with investment in North-South Bus-Rapid Transit capital in Chapel Hill, the <br /> consultant will develop a transit plan and financial plan analyzing revenues and expenditures <br /> through 2040. <br /> FINANCIAL IMPACT: Funds for this consultant were earmarked in the OCTP budget in late <br /> 2019 in the amount of $500,000. However, this contract is not to exceed $287,218. This money <br /> will be reimbursed from the Article 43 Transit tax OCTP budget operated by GoTriangle, as the <br /> taxing district. <br /> SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goals are applicable <br /> to this item: <br /> • GOAL: ESTABLISH SUSTAINABLE AND EQUITABLE LAND-USE AND <br /> ENVIRONMENTAL POLICIES <br /> The fair treatment and meaningful involvement of people of all races, cultures, incomes <br /> and educational levels with respect to the development and enforcement of <br /> environmental laws, regulations, policies, and decisions. Fair treatment means that no <br /> group or people should bear a disproportionate share of the negative environmental <br /> consequences resulting from industrial, governmental and commercial operations or <br /> policies. <br /> • GOAL: ENABLE FULL CIVIC PARTICIPATION <br /> Ensure that Orange County residents are able to engage government through voting and <br /> volunteering by eliminating disparities in participation and barriers to participation. <br /> ENVIRONMENTAL IMPACT: The following Orange County Environmental Responsibility Goal <br /> impact is applicable to this item: <br /> • CLEAN OR AVOIDED TRANSPORTATION <br /> Implement programs that monitor and improve local and regional air quality by: 1) <br /> promoting public transportation options; 2) decreasing dependence on single-occupancy <br /> vehicles, and 3) otherwise minimizing the need for travel. <br /> RECOMMENDATION(S): The Manager recommends that the Board approve the contract and <br /> authorize the Manager to sign the contract and any amendments, not to exceed $500,000. <br />
