At the request of the previous property owner, the site was closed due to excessive <br />illegal dumping and littering. Town of Carrbaro officials and Solid Waste staff unsuccessfully <br />sought an alternative location within Carrboro for about 18 months. Ultimately, Town of <br />Carrboro officials determined, following discussions with the new owners of Carrboro Plaza, that <br />the Plaza was the best potential location for a recycling drop-off center within the Town. <br />From that time forward, Solid Waste staff, Carrboro officials, and Carrboro Plaza management <br />have been working to design and construct a new site at the location of the old site, and to <br />resolve the earlier problems of illegal dumping. Construction of the site had to await resolution <br />of several issues, primarily those related to Park and Ride Lot construction at the shopping <br />center. Carrboro Plaza has offered the site at no fee for a period of 10 years, provided the <br />Town and Solid Waste Department maintain certain standards of cleanliness. Staff believes, <br />with the cooperation of the Town, that the site can be adequately maintained. <br />Staff recommends that the Board approve the no fee lease agreement now so that the <br />availability of the site will be locked in for 10 years. Staff will be soliciting construction proposals <br />for the drop-off site during the summer months and plan to bring a recommendation for the <br />award of the construction bid to a regular BOCC meeting in August or September. <br />FINANCIAL IMPACT: There will be no cost to the County associated directly with the lease of <br />the drop-off recycling site, as Carrboro Plaza management has agreed to make the site <br />available for no annual fee. StafF estimates that the cost of constructing the site to meet the <br />design requests of Carrboro Plaza management will be in the range of $30,000 to $40,000. If <br />
