These individuals reported to <br /> the U.S. Census Bureau that they speak English less than very well. <br /> To comply with USDOT's LEP Policy Guidance and Executive Order 13166, this section of our Title VI <br /> Plan outlines the steps we will take to ensure meaningful access by LEP persons to all benefits, services <br /> and information provided under our programs and activities. A four-factor analysis was conducted to <br /> determine the LEP language groups present in our planning area and the specific language services that <br /> are needed. <br /> Four Factor Analysis <br /> This Four Factor Analysis is an individualized assessment that balances the following four factors: <br /> (1) The number or proportion of LEP persons eligible to be served or likely to be encountered by a <br /> program, activity, or service of the recipient or grantee; <br /> (2) The frequency with which LEP individuals come in contact with the program; <br /> (3) The nature and importance of the program, activity, or service provided by the recipient to people's <br /> lives; and <br /> (4) The resources available to the recipient and costs. <br /> Factor#1: The number or proportion of LEP persons eligible to be served or likely to be <br /> encountered by the program, activity, or service of the recipient. <br /> Orange County, North Carolina <br /> Estimate Margin of Error <br /> Total: 129.1 i 5 +1-61 <br /> Speak only English 108.532 +1-854 <br /> Spanish or Spanish Creole: 9.392 +1461 <br /> Speak English"very well" 4.604 +1-599 <br /> Speak English less than "very well" 4.788 +1-644 <br /> French(incl. In the Orange County Public Transportation service area, the <br /> largest language subpopulation within the LEP population was that of Spanish speakers who speak <br /> English less than "very well." Referencing estimates from the 2015 5-year American Community Survey <br /> (ACS), our area has a total of 129,155 people. There are 9,932 Spanish speakers, of whom 4,788 speak <br /> English less than "very well", or just over 3% of the total population. <br /> 28 <br />
