Once an item, package or device is determined to be suspicious <br /> • the item is not touched or moved <br /> • the area or vehicle is immediately evacuated uphill and upwind <br /> • Radio and cell phones should not be used within 300 feet of the suspicious package <br /> • system management is notified, and <br /> • Appropriate action is taken (i.e., notifying of bomb analysis team). <br /> Suspicious Vehicles <br /> OCPT understands that vehicles (cars, trucks, boats, bikes) are frequently used in criminal or <br /> terrorist attacks. Therefore, agency employees are trained to be alert to suspicious vehicles in <br /> and around their work environment. Employees are told to report vehicles to system <br /> management and authorities when they notice any of the following: <br /> • Show signs of forced entry <br /> • Have altered or makeshift company insignia or license plates <br /> • Are located in an unauthorized area or near a potentially catastrophic target <br /> • Contain unusual equipment which could be used in a violent act <br /> • Appear to be overloaded and/or have bulging tires or sagging frames <br /> • Emit unusual odors, leaks or residues <br /> Suspicious People and Activities <br /> OCPT teaches its employees to be aware of suspicious people and activities. Employees are <br /> taught to focus on behaviors and not on a person's color, nationality, ethnicity or religion. The <br /> key concern in determining what is suspicious is always based on 1) where someone is, 2) when <br /> he or she is there, and 3) what he or she is doing. Employees are encouraged to trust their <br /> judgment based on their experience in and around the community, and the transit system, and <br /> that it normally is a combination of factors taking place that will accurately identify a suspicious <br /> person or act. N <br /> Specific actions that are of concern and may meet the threshold of reporting as suspicious <br /> include people appearing to be: <br /> • gathering intelligence <br /> • running security tests <br /> • attempting infiltration <br /> • conducting a dry run/drill <br /> • deploying assets <br /> Employees are taught by OUT to determine if a behavior is suspicious based on the following <br /> categories: <br /> attitude of the person <br /> 891Page <br />
