policies, procedures and responsibilities, or references the appropriate master document <br /> containing that information. <br /> The goal is to provide a safe, healthy and productive drug-free work environment for all <br /> employees. A person being under the influence of a drug or alcohol while on the job poses <br /> serious safety and health risk to the user, co-workers as-well-as passengers. OCPT has <br /> established a policy of a drug-free work environment. Any safety-sensitive or non-safety- <br /> sensitive employee that has a verified positive drug or alcohol test or refuses to take a drug <br /> test will be placed on paid administrative leave pending the County decision as to disciplinary <br /> action. And employees will be informed of educational and rehabilitation programs available, <br /> and referred to a Substance Abuse Professional (SAP) for assessment. A positive drug and/or <br /> alcohol test will also result in disciplinary action up to and including termination. OCPT will <br /> follow guidelines established by the Orange County Administration Rules & Regulations of <br /> the Drug &Alcohol policy. <br /> 3.3 Training and Development <br /> 3.3a.—VEHICLE OPERATOR/DRIVER TRAINING <br /> Driver Training <br /> Once qualified candidates are identified and hired, OCPT provides initial and ongoing refresher <br /> training critical to ensure proper operations and adherence to the transit providers' rules and <br /> regulations. OCPT understands that proper qualification of operating and maintenance <br /> personnel is a vital part of a safe transit environment. Driver training addresses specific safety- <br /> related issues appropriate to the type of vehicle and driving assignment. Special consideration <br /> is also given to crisis management concerns such as fire and evacuation. <br /> • Traffic Regulations—Training addresses state and local traffic rules and regulations, traffic <br /> signs and signals, and proper vehicle operations (including proper use of hand signals). <br /> • Defensive Driving and Accident Prevention —Training stresses defensive driving principles, <br /> collision prevention, and concepts of preventable accidents as a measure of defensive <br /> driving success. <br /> OCPT drivers are taught to always drive defensively. This means driving to avoid and prevent <br /> accidents. It means driving with the vehicle under control at all times, within the applicable <br /> speed limits, or less if driving conditions so indicate, and anticipating possible unsafe actions of <br /> other drivers. Special attention is given in the OCPT safety program to hazardous conditions. <br /> These hazardous conditions include but are not limited to: <br /> Winter driving Fog <br /> Rainstorms/thunderstorms Flash flooding <br /> Tornadoes Skids <br /> 841Page <br />
