3.2i.—VEHICLE READINESS <br /> It is the policy of OCPT to maintain fully stocked first aid kits, biohazard cleanup packs, fire <br /> suppression equipment, vehicle emergency equipment, and emergency instructions in all <br /> vehicles. Battery operated equipment batteries will be replaced semi-annually. The assigned <br /> driver inspects the vehicle daily for the following emergency supplies and documents the <br /> results on the pre-trip inspection sheet. In addition, when a mechanic places a vehicle back in <br /> service, he/she ensures the required safety equipment is on the vehicle. The required safety <br /> equipment includes: <br /> First Aid Kit Bio-hazard Kit <br /> Fire Extinguisher Reflective Triangles <br /> Seat Belt Cutter Flashlight <br /> 3.2j.—OPERATOR SELECTION <br /> Operator selection is critical to OCPT safe transit operations. The driver of a OCPT transit bus is <br /> directly responsible for the safety of his or her passengers and other drivers that share the road <br /> with the transit vehicle. The driver selection criterion addresses specific, safety-related items. <br /> • Licensing—The driver is properly licensed and the license is appropriate for the type of <br /> vehicle the driver is assigned. Licensing also considers local jurisdiction requirements. <br /> • Driving record — The driver has an acceptable past driving record over a reasonable <br /> period of time. The driving record demonstrates an ability to follow traffic rules and <br /> regulations and thus avoid accidents. <br /> • Physical requirements - The driver is physically able to perform the functions <br /> associated with the assignment. These factors include good eyesight with true color <br /> perception, good hearing, physical strength and dexterity to assist disabled passengers <br /> (especially in demand responsive/para-transit assignments), or other factors that may <br /> be unique to the service area and/or specific driving assignments. <br /> • Background checks- OCPT does background checks on all employees to protect against <br /> hiring personnel with a history of aberrant behavior. <br /> 3.2k. - DRUG AND ALCOHOL POLICIES <br /> A critical element of OCPT's commitment to safe operations is ensuring that our employees are <br /> not impaired due to the use of alcohol, illegal drugs, prescription drugs or over-the-counter <br /> medication. <br /> OCPT follows the requirements set forth under 49CFR Part 655 and 49CFR Part 40 Amended as <br /> mandated by the FTA. The bottom line is protection of the riding public and transit employees, <br /> and all efforts are geared toward this end. The OCPT drug and alcohol program includes specific <br /> 831Page <br />
