- Coordinate with other emergency response organizations <br /> • Prevent <br /> Take steps to eliminate threats where possible <br /> Institute policies and procedures that reduce the likelihood of incidents occurring <br /> Take steps that reduce the impact on system assets when incidents do occur <br /> • Respond <br /> - React quickly and decisively to critical incidents focusing on: <br /> a) Life Safety <br /> b) Property Protection <br /> c) Stabilization of Incident <br /> Recover <br /> - Resume service delivery based on availability of resources <br /> - Repair and replace critical assets <br /> - Assess incident response and make changes based on lessons learned <br /> 1.1c. - GOALS <br /> The SECURITY PLAN provides OCPT with a safety, security and emergency preparedness <br /> capability that: <br /> • Ensures that safety, security and emergency preparedness are addressed during all phases of <br /> system operation including hiring and training of personnel; procurement and maintenance <br /> of equipment; development of policies and procedures; delivery of service, and coordination <br /> with local emergency management and first responder agencies <br /> • Creates a culture that supports employee safety and security through the appropriate use <br /> and operation of equipment and resources <br /> • Promotes analysis tools and methodologies that identify changing threat conditions and <br /> bolster agency response capabilities <br /> • Ensures that our agency achieves a level of security performance and emergency readiness <br /> that meets or exceeds the operating experience of similarly-sized agencies <br /> • Identifies and pursues grant funding opportunities at the state and federal level to support <br /> safety, security, and emergency preparedness efforts <br /> • Makes every effort to ensure that, if confronted with a safety or security event or major <br /> emergency, our personnel will respond effectively, using good judgment and building on <br /> best practices identified in policies and procedures and exercised through drills and training <br /> 1.1d. - OBJECTIVES <br /> In this new environment, every threat cannot be identified and eliminated, but OCPT takes <br /> steps to be more aware, to better protect passengers, employees, facilities and equipment, and <br /> stands ready to support community needs in response to a critical incident.
