4 <br /> anticipates that the remaining funds would be used to cover additional costs for <br /> translation of materials into languages not provided by the Census (Burmese, Karen, <br /> and Swahili), printed guides and signage for the 13 Be Counted Sites, costs related to a <br /> series of Census Be Counted Launch events on March 16, 2020, brochures for <br /> information tables for community events, and other expenses. The Towns of Carrboro, <br /> Chapel Hill, and Hillsborough have also pledged to provide funds to pay for associated <br /> costs. This budget amendment provides for the allocation of $12,500 from the BOCC <br /> Contingency account to the Community Relations printing account to cover the above <br /> mentioned anticipated expenses. With this appropriation, $8,204 remains available in <br /> the Contingency account for FY 2019-20. (See Attachment 1, column 7) <br /> SOCIAL JUSTICE IMPACT: There is no Orange County Social Justice Goal associated <br /> with this item. <br /> Department of Social Services <br /> 8. The Department of Social Services has received several additional allocations from the <br /> State totaling $135,076. These allocations include Social Services Block Grant, Daycare <br /> Child Care Development Funds, Foster Care Caseworker, and is drawing more IV-E <br /> Foster Care Federal funds due to more IV-E eligible children in care. This budget <br /> amendment allows for the receipt of those funds and use of them for administrative <br /> purposes as well as to pay foster care board payments on behalf of children in care. <br /> (See Attachment 1, column 8) <br /> SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goals are <br /> applicable to this item: <br /> • GOAL: CREATE A SAFE COMMUNITY <br /> The reduction of risks from vehicle/traffic accidents, childhood and senior injuries, <br /> gang activity, substance abuse and domestic violence. <br /> • GOAL: ENSURE ECONOMIC SELF-SUFFICIENCY <br /> The creation and preservation of infrastructure, policies, programs and funding <br /> necessary for residents to provide shelter, food, clothing and medical care for <br /> themselves and their dependents. <br /> Library Services <br /> 9. Orange County Library Services has received the following revenue to its FY 2019-20 <br /> budget. <br /> • Library Services and Technology Act (LSTA) Mini Grant - The Adult and Teen <br /> Services have been awarded a $2,000 LSTA mini grant. The Department will be <br /> conducting an oral history project focused on the senior citizen African American <br /> population in Hillsborough and northern Orange County. <br /> • Friends of the OC Library — Friends of the Library is donating $1,200 to fund the <br /> Library's 10 year anniversary community celebration. <br /> • LSTA State Aid — LSTA is increasing the County's allocation of state aid by <br /> $4,180, this will be used to replace the security gate, which has been considered <br /> a barrier for community members. <br /> • Donations — The Greenwald Family Charitable Trust of the Triangle Community <br /> Foundation is donating $1,000. This will fund the purchase of a desk as well as <br /> hardware for a 3D video counter software purchase. <br />
