Increase the adopted 105% Level of Service (LOS) for the elementary school <br /> 6 level permanently or for a specific period of time <br /> 7 Example: 3,365 students at 100%, 3,533 students at 105%, and <br /> 8 3,601 students at 107% <br /> 9 3. Allow modular, mobile, and/or temporary classrooms to be included in <br /> 10 elementary school building capacity numbers permanently or for a specific period <br /> 11 of time <br /> 12 <br /> 13 Options to Implement Class Size Ratios <br /> 14 A. Options which have been eliminated by SJAC: <br /> 15 4. Coordinate all "special" classrooms or non-capacity spaces (i.e. art, music, <br /> 16 computer) to be located in modular, mobile, and/or temporary classrooms <br /> 17 5. Fund renovations and improvements to unused or underutilized spaces (i.e. staff <br /> 18 offices, teacher workrooms) identified as potential classroom space by school <br /> 19 staff in order to increase building capacity within permanent school buildings <br /> 20 6. Fund school renovation and/or expansion projects which increase elementary <br /> 21 school capacity within permanent school buildings <br /> 22 7. Fund the construction of a new elementary school <br /> 23 <br /> 24 Options to Implement Class Size Ratios <br /> 25 B. Options still being explored: <br /> 26 1. Suspend the Certificate of Adequate Public Schools (CAPS) test for the <br /> 27 elementary school level for a specified period of time (short-term solution) <br /> 28 i. Coincide with Pre-K capacity discussions and decisions (Pre-K use of <br /> 29 space within schools further decrease capacity for K-5, so effective <br /> 30 capacity vs. SAPFO regulated capacity is lower than actual). <br /> 31 ii. Continue to issue CAPS for tracking purposes, but building permits will <br /> 32 not be denied when capacity is met <br /> 33 iii. Recommended at the October 18 School Collaboration meeting <br /> 34 iv. This is not an emergency situation even with class size reductions; lower <br /> 35 capacity does not create a CAPS deferral until 2026-27. <br /> 36 2. Discontinue the Certificate of Adequate Public Schools (CAPS) test for both <br /> 37 districts (short-term solution) <br /> 38 3. Fund the construction of a "school swing space" (mid-term solution) <br /> 39 <br /> 40 Next Steps <br /> 41 November 2019 <br /> 42 o Orange County Planning staff will commence the 2020 SAPFOTAC Report <br /> 43 process on November 4. <br /> 44 Due to timing, capacity numbers collected from the schools for the 2020 <br /> 45 SAPFOTAC Report may not incorporate the SJAC's final <br /> 46 recommendation. However, the report will include an update on the <br /> 47 SJAC and changes in class size in the executive summary. <br /> 48 December 2019 <br /> 49 o Presentation to the Orange County Board of Education and the Chapel Hill — <br /> 50 Carrboro Board of Education. <br />
