7
1 Following this finding, 10-year projections were drafted utilizing the April 2019 numbers.
2 These projections showed the following school capacity needs in the 10-year projection
3 period:
4 o OCS — No capacity needs.
5 o CHCCS — Capacity needed 2026-27 school year.
6 SJAC also reviewed options to implement class size changes for SAPFO purposes. Ten
7 options were proposed and analyzed. Following elimination of seven options, the three
8 options still being explored are listed below:
9 o Suspend the Certificate of Adequate Public Schools (CAPS) test for the
10 elementary school level for a specified period of time (short-term solution)
11 o Discontinue the Certificate of Adequate Public Schools (CAPS) test for both
12 districts. (short-term solution)
13 o Fund the construction of a "school swing space" (mid-term solution)
14
15
16 Pre-K
17 As a result of the findings at the April 10 SJAC meeting, school representatives identified
18 concerns with Pre-K classroom capacities being included in total elementary school capacity
19 numbers and whether a review of the existing MOUs is warranted to exclude the square
20 footage of Pre-K classrooms in total school capacity numbers.
21
22 Additional 10-year projections were drafted utilizing the April 2019 numbers, but excluding Pre-
23 K classroom capacity to determine impacts from class size changes. When Pre-K classroom
24 capacities are excluded, the impacts from reductions in class size is worsened at the
25 elementary school level. These projections showed the following school capacity needs in the
26 10-year projection period:
27
28 • OCS — Capacity needed 2024-25 school year
29 • CHCCS — Capacity needed 2021-22 school year
30
31 This information was presented at the Schools Collaboration meeting on October 18, 2019. A
32 SJAC update, which included impacts from changes in class size and Pre-K, was provided to
33 Chapel Hill — Carrboro City Schools on December 5, 2019 and Orange County Schools on
34 December 9, 2019.
35
36 Orange County and school staff continue to analyze school capacity numbers to determine the
37 most accurate count for use by the SJAC and School Boards to make an informed and final
38 recommendation to implement class size changes.
39
40 Craig Benedict, Planning Director, made the following PowerPoint presentation:
41
42 Item 1
43 School Joint Action Committee (SJAC) Update
44 — Changes in Class Size and Pre-K Impacts
45
46 Background
47 Schools Adequate Public Facilities Ordinance (SAPFO)
48 o Outlines criteria for maintaining a two part system including:
49 Capital Improvement Plan (CIP) linked to the needs identified by student
50 projections and available capacity
