6
1 of the School Boards and Orange County Board of Commissioners. The SJAC is comprised of
2 elected officials from the Orange County Board of Education, Chapel Hill-Carrboro City Schools
3 Board of Education, and Orange County Board of Commissioners. Appointed members include:
4 • Rani Dasi, Chapel Hill-Carrboro City Schools Board of Education
5 • Dr. Stephen Halkiotis, Orange County Board of Education
6 • Penny Rich, Orange County Board of Commissioners
7
8
9 Changes in Class Size Ratios
10 The SJAC has conducted three meetings to review impacts resulting from changes in class size
11 and options before determining how to implement elementary school class size reductions for
12 SAPFO purposes.
13
14 January 31, 2019
15 Reviewed changes in class size ratios outlined in House Bills 13 and 90.
16
17 March 8, 2019
18 Reviewed student projections and potential impacts resulting from changes in class size
19 ratios. Student projections reviewed at this meeting included the 2019 SAPFOTAC 10-
20 year projections. No capacity needs were identified in the 10-year period based on
21 existing class size (1:20) and student membership and capacity numbers received from
22 the schools in November 2018.
23 SJAC requested revised projections illustrating the impacts from the phasing-in of class
24 size changes over the next three years.
25 Proposed and discussed various options to implement class size changes and
26 requested staff to draft summary report outlining and detailing options for further
27 analysis.
28
29 April 10, 2019
30 To determine future impacts related to changes in class size ratios and assist the SJAC
31 with making a recommendation to implement changes in class size, school staff
32 completed updated classroom and capacity calculations prior to the April SJAC meeting.
33 During this process, it was discovered that updated classroom capacity numbers
34 provided from school staff were not consistent with November 15, 2018 school capacity
35 numbers submitted in order to draft 10-year student projection sheets and the 2019
36 SAPFOTAC Annual Report. School capacity numbers provided were higher than those
37 received in November 2018. One reason for the discrepancy may be due to classrooms
38 being utilized for Pre-K not being counted in the total elementary school capacity.
39 o Based on the existing SAPFO Memoranda of Understanding, capacity
40 (classrooms) being utilized for Pre-K must be included in the total elementary
41 school capacity number collected every November for the drafting of the annual
42 SAPFOTAC Report. Adopted MOUs do not allow for Pre-K student membership
43 to be included in the total elementary student membership numbers collected
44 every November. Jointly agreed to School Construction standards from 1996 and
45 2007 included the square footage of these spaces as if used by K— 5 grade
46 levels. School Construction standards include classroom and capacity standards
47 for grades K— 5, flex classroom space, and Special/Exceptional/Speech
48 Language classes.
49
