Consent Agenda 14 15 • Removal of Any Items from Consent Agenda 16 Commissioner Dorosin pulled item 8-f 17 18 • Approval of Remaining Consent Agenda 19 20 A motion was made by Commissioner McKee, seconded by Commissioner Bedford to 21 approve the remaining items on the Consent Agenda except f. 22 23 VOTE: UNANIMOUS 24 25 Discussion and Approval of the Items Removed from the Consent Agenda 26 27 f- Fiscal Year 2019-20 Budget Amendment#5 28 The Board considered voting to approve budget, grant and school capital project 29 ordinance amendments for fiscal year 2019-20. 30 Commissioner Dorosin referred to attachment 3, and asked if this spreadsheet could be 31 explained. 32 Paul Laughton, Finance and Administrative Services, said the spreadsheet shows 33 repurposing of funds for projects that the Board of Education approved to close out and 34 repurpose for some critical issues, three of which are mechanical systems. 35 Commissioner Dorosin said the funds in the left money column represent extra money 36 from completed projects. 37 Paul Laughton said yes, there was surplus from the finished projects that could be 38 repurposed for other reasons. He said the Board of Education will vote on that and bring a 39 resolution to the BOCC for approval to change the capital project ordinances. 40 Commissioner Dorosin asked if the approximately $610,000 is left over from a 41 completed project, or if the project scope has been changed. 42 Paul Laughton said the scope of the project has been changed, and the CHCCS Board 43 approved moving and repurposing the funds to set up a contingency reserve for the Chapel Hill 44 High School bond project. 45 Commissioner Dorosin said it would be helpful to have more information in these charts: 46 what the project originally was; the current status, more transparency, etc. He said the surplus 47 funds are easy to understand but those projects that change scope needs more information. 48 Commissioner Marcoplos asked if there is background on the process and how 49 communication occurs between County staff and school staff.
