6 <br /> 1 Objective PS-9: Maintain a radio communication system that ensures reliable <br /> 2 notification and oversight of emergency assets, such as personnel, vehicles, and <br /> 3 response equipment, throughout Orange County and inter-operability of communication <br /> 4 among jurisdictions. <br /> 5 <br /> 6 The Director recommends approval of the request to amend the MTP to include 7203 Union <br /> 7 Grove Church Road as Site P-16. <br /> 8 <br /> 9 As the adoption/modification of the MTP does not involve the approval of a specific <br /> 10 development project, establish regulatory guidelines, make formal recommendations on <br /> 11 revising development criteria or establish recommendations on modifying development policies <br /> 12 (i.e. small area plans), or provide any form of development approval, the Planning Board is not <br /> 13 required to review or make a recommendation on the MTP. <br /> 14 <br /> 15 Attachment 5 includes the resolution modifying the MTP to include 7203 Union Grove Church <br /> 16 Road. <br /> 17 <br /> 18 Michael Harvey made the following PowerPoint presentation: <br /> 19 <br /> 20 ITEM 5 (a) - PUBLIC HEARING <br /> 21 AMENDMENT of Master Telecommunication Plan Map (MTP) <br /> 22 Board of County Commissioners Public Hearing <br /> 23 February 4, 2020 <br /> 24 <br /> 25 Background <br /> 26 • There are portions of the County not served and/or underserved by <br /> 27 telecommunication services; <br /> 28 • This impacts essential communications (i.e. Emergency Management, Sheriff, <br /> 29 Information Technologies, Building Inspections, Health Department, etc.) and <br /> 30 negatively impacts local residents; <br /> 31 In an attempt to address these issues, the County created the MTP. <br /> 32 <br /> 33 Background-What does the MTP do? <br /> 34 Serves as a marketing tool identifying properties where owners, including public <br /> 35 properties, have expressed an interest in allowing development of <br /> 36 telecommunication facilities; <br /> 37 • Assists staff in addressing impediments to essential communications with <br /> 38 providers; <br /> 39 • Represents a proactive step by the County to comprehensively address local <br /> 40 communication issues and access to services. <br /> 41 <br /> 42 MTP <br /> 43 • Originally adopted by BOCC in 2011; <br /> 44 Contains 15 properties (includes County owned, volunteer fire departments, <br /> 45 utility sites, private property) <br /> 46 <br /> 47 What does the MTP not do: <br /> 48 Exempt properties from the normal review and approval processes for towers (i.e. admin <br /> 49 site plan approval, issuance of special use permit, etc.); <br />
