CTC Proposal to Orange County – Public Works to Animal Services <br />Page 24 <br /> <br />overseeing the design phase, Mitch developed technical specifications for fiber <br />construction, helped choose a fiber optic construction contractor, and oversaw fiber <br />construction. <br />x High-level design and cost estimate for the Montgomery County’s fiber expansion <br />initiatives. Mitch developed fiber designs and cost estimates for several of the County’s <br />fiber projects including one to add over 60 new sites to the existing fiber network. He <br />worked with the County’s incumbent construction contractor to provide the County with <br />capital cost estimates for a the most efficient fiber routes. <br /> <br />He has previously provided program-level support and project management for the $115 million <br />statewide One Maryland Broadband Network (OMBN) project. In this role, he assists stakeholder <br />jurisdictions with program compliance, stakeholder relations, budget management, and <br />contractor management. His tasks included: <br />x Developing scopes of work for engineering and construction vendors <br />x Tracking and reporting on compliance metrics <br />x Documenting program scope changes <br />x Assisting in the RFP creation process <br />x Creating materials specifications <br />x Meeting with project stakeholders to discuss project status, governance matters, and <br />network architecture issues <br />x Resolving conflicts with Pepco, Verizon, State Highway Administration, and other entities <br /> <br />Mitch has also supported the National Capitol Region (NCR) interoperable public safety <br />communications network, which interconnects 19 jurisdictions around and including <br />Washington, D.C. He has created process engineering deliverables including a detailed satellite <br />phone user manual; a testing procedure to ensure equipment functionality and operator <br />competence for multi-jurisdictional emergency satellite phone calls; and a detailed analysis of <br />discrepancies between the processes presented and processes actually used by the network’s <br />service-level agreement (SLA) maintenance vendor. He also oversees the network’s video <br />teleconference (VTC) training course and budget, and provides Tier 1 technical support for the <br />VTC systems. <br /> <br />In addition, Mitch works with the CTC outside plant engineering team; he provides project <br />oversight to ensure that the OSP engineers are complying with p roject standards, meeting project <br />timelines and he provides the engineers with essential project information.
