CTC Proposal to Orange County – Public Works to Animal Services <br />Page 12 <br /> <br />operational efficiency; and to better align its operations and financial performance to <br />key stakeholder objectives. <br />x UltraMontgomery: To support development of the County’s UltraMontgomery fiber <br />infrastructure, CTC prepared a fiber market analysis, conducted a competitive <br />assessment of the fiber market, developed a set of proposed in-building wiring <br />standards, and identified a likely evolution path to guide the County’s planning. During <br />the initial stages of this ongoing project, we identified opportunities to cost-effectively <br />expand County fiber to serve the Great Seneca Science Corridor and White Oak Science <br />Gateway, as well as to link the area near NIST to the Equinix Data Center in Ashburn, <br />Virginia. <br />x Maryland Inter-County Broadband Network (ICBN): CTC provided technical leadership <br />and detailed outside plant design services for the ICBN. As the Portfolio Manager for this <br />project, we oversaw and directed engineering and fiber network construction <br />contractors—including the expansion of FiberNet with 132 additional miles of fiber <br />constructed to 100 new sites. <br />x NCRnet: Through our engineering, planning, and integration efforts, the County <br />continues to maximize the benefits of its interconnection with the National Capital <br />Region interoperability network—supporting public safety, video conferencing, and <br />other applications and ensuring reliable communications across jurisdictions. <br />x Cable: We also provided engineering and strategic support to DTS and the Cable Office <br />during the cable TV franchise renewals. We provided the ongoing technical oversight of <br />the Comcast, RCN, and Verizon cable systems, including regular tests and field <br />inspections, tests, and developing data and recommendations in support of the County’s <br />franchise enforcement and renewal processes. We oversaw the twice-yearly FCC proof- <br />of-performance. <br />Our ongoing support of the County’s technical needs has included assisting the County in <br />responding to economic development initiatives, such as planning fiber and broadband in <br />downtown Silver Spring and strategies to bring broadband to unserved areas.
