CTC Proposal to Orange County – Public Works to Animal Services <br />Page 9 <br /> <br />Experience <br />CTC has designed, engineered, and overseen the construction of thousands of miles of outside <br />plant. Our past experience includes the following representative sample projects—all of which <br />were completed on time and on budget. Many additional project descriptions and references are <br />available on request. Resumes for key staff involved in our fiber network engineering work are <br />included in Appendix A. <br />County of Westminster, Maryland <br />Dr. Robert Wack, Former Common Council President <br />(443) 340-3227, rwack1@comcast.net <br />CTC prepared a fiber feasibility study and business case for the County of Westminster in 2012 <br />and 2013. Our report, which included a technical design and cost estimates for a Countywide <br />FTTP deployment, led to the implementation of two last-mile FTTP pilot projects (one focused on <br />residential customers, one focused on businesses). <br />Following the success of the County’s pilot projects, and ultimately the funding approval for the <br />Countywide FTTP deployment, CTC continues to support the ongoing FTTP deployment over a <br />range of tasks spanning fiber infrastructure engineering, network design, construction bidding, <br />construction oversight, and quality assurance inspection. <br />We also assisted the County in identifying a private partner to assume operating risk in providing <br />services to the public over the County’s FTTP infrastructure; the County announced its public– <br />private partnership in 2015.1 <br />Town of Holly Springs, North Carolina <br />Mr. Jeff Wilson, IT Director <br />(919) 567-4013, jeff.wilson@hollyspringsnc.us <br />CTC conducted a broadband needs assessment and developed a strategic approach and return <br />on investment (ROI) analysis for the town’s proposed fiber network implementation. Our team <br />of project managers, outside plant engineers, and network engin eers then designed and oversaw <br />implementation of a middle-mile fiber network serving the town’s community anchor institutions <br />(e.g., schools and libraries) and major economic development partners.
