CTC Proposal to Orange County – Public Works to Animal Services <br />Page 5 <br /> <br />Figure 2: Sample Design Drawing <br /> <br /> <br />Task 4: Permit Applications <br />This proposal assumes that three separate permits will be required to extend fiber infrastructure <br />from Public Works to Animal Services: one municipal ROW permit, one NCDOT ROW permit, and <br />one railroad crossing permit. Upon the completion of CTC’s field verification work, we will <br />prepare a complete list of required permits. Any special permits, such as railroad crossings (e.g., <br />ROW and encroachment permits) and bridge attachments, will also be prepared to complete the <br />engineering services, but may require additional input and discussion with the County and the <br />appropriate permitting agency/organization. We note that some special permits may require <br />one-time and/or ongoing payments directly from the County to the applicable permit authority. <br />CTC will initiate and manage the submissions of all required permits and will track each <br />application through to approval. To ensure the timely approval of permit applications, CTC will <br />be prepared to quickly follow up on issues raised by the permitting authorities. When an issuing <br />entity identifies any concerns in its initial review of a permit application, the reviewer will <br />typically return the plans, send an e-mail about the issue, or call the engineer or project manager <br />to discuss the concern. If an application or portion of an application is returned, CTC staff will <br />discuss the necessary changes internally, then make appropriate revisions and resubmit the <br />application (as needed), or simply e-mail or call the permit reviewer to provide the information <br />DocuSign Envelope ID: FDEE3CE5-2218-4290-8CC7-E06D1211E72A
