It provides some tips and tricks , along <br /> with information specific to the Chapel Hill community . <br /> Besides focusing specifically on UNC students , the Coalition is also trying to bring surrounding <br /> communities into the conversation , and more specifically , the parents . Data suggests that parents <br /> are the number one reason why youth drink or not drink . In response , they have created a <br /> campaign that is designed for parents to talk to their children about underage alcohol use . The <br /> information was taken from Talk it Out Campaign and SAMHSA, and packaged in a way that is <br /> Chapel Hill focused . The campaign is structured in around answering three questions : 1 ) why <br /> talk to your children about alcohol ; 2 ) how to talk to your children about alcohol ; and 3 ) what <br /> else ( social media and mental health) . The Coalition has developed the message and is asking <br /> that agencies , groups , organizations , etc . help be the messenger and get it out to parents they are <br /> working with . <br /> JCPC Business <br /> Final Accounting — Please turn in Final Accounting forms to Rebekah by August 25 so that she <br /> can coordinate the County Finance Officer ' s signature on the forms . She will then send the <br /> originals in to the State by the 31 St . Denise reports that the State will be piloting a DocuSign <br /> process for Final Accounting so that no more paper copies will be required . <br /> Conflict of Interest Forms — All board members must sign a COI for the new fiscal year . Please <br /> complete and sign and leave with Rebekah or Meg before leaving . <br /> Meeting Schedule Posting/Open Meeting Law — Denise spoke briefly about posting the JCPC <br /> meeting schedule on the county website and the open meeting law . All JCPC meetings are open <br /> to the public and there is a Q & A handout in the meeting packet . <br /> Membership Vacancies — Three seats are open — two Youth and Chapel Hill - Carrboro City <br /> School representative ( superintendent or designee) . Peggy mentioned Janet Cherry as a possible <br /> rep for CHCCS . No one had any specific suggestions for possible youth representation . <br /> Homeschool , charter school , and youth serving in a leadership capacity on a committee were <br /> possible suggestions to find youth . Meg asked everyone to please think about their connections . <br /> Child & Adolescent Outpatient Services Program — When the funding committee met to decide <br /> on funding recommendations for PY 17 - 18 , just over $ 4 , 000 was set aside for this program <br /> pending the outcome of a recommendation for a county- funded position that would provide <br /> similar services as this program was proposing . The position has since been approved and <br /> funded by the County Commissioners , and now the JCPC board needs to determine how to <br /> appropriate the funds that were set aside for this program . There are a couple possible options : <br /> 1 ) still fund this new program because they would be serving youth who do not fall under the <br /> jurisdiction of DJJ and wouldn ' t have access to the services of the newly created county position ; <br /> or 2) have the Funding Committee meet again to come up with new recommendation as to how <br /> to distribute the funds ( among other JCPC programs , give back to Admin, give to an unfunded <br /> program , etc . ) . <br />
