Part IV . Summary of Gaps and Barriers in the Continuum of Services <br /> While Orange County is not large , transportation is a barrier for many juveniles , especially those <br /> in Northern Orange County where public transportation is limited . Additionally, the cost of gas <br /> is an inhibitor to accessing services , including court ordered sanctions and therapy sessions . One <br /> of the major services providers has reduced services in the home . <br /> Young people and families needing bi - lingual mental health and substance abuse services often <br /> experience waitlist for services due to the scarcity of bi - lingual therapists and language <br /> interpretation . There are no mental health or substance abuse services available for <br /> undocumented juveniles . <br /> While Orange County does have a domestic violence service provider, the services offered are <br /> limited and are targeted more towards adults experiencing it as victims . There are no services <br /> offered to children/juveniles who experience or witness discord or violence in their homes . <br /> Part V. Proposed Priority Services for Funding <br /> The committee compared the services needed to address the elevated Juvenile Risk Factors and <br /> Juvenile Needs with services currently available in the community . Services which are currently <br /> available in the community and sufficient to meet the needs of court involved juveniles or those <br /> juveniles most at risk for court involvement are not considered as a priority for JCPC funding . <br /> The Committee proposes that the following service be approved as the funding priorities <br /> for FY 19 -20 : <br /> 1 . Restitution/Community Service <br /> 2 . Teen Court <br /> 3 . Tutoring/Academic Enhancement <br /> 4 . Temporary Shelter Services ( specifically Emergency Shelter) <br /> 5 . Mediation/Conflict Resolution (including School Based) <br /> 6 . Interpersonal Skill Building <br />
