)i <br /> L <br /> MEMORANDUM <br /> TO : Chair Barry Jacobs <br /> Commissioner Margaret Brown <br /> FROM : Mayor Kevin Foy <br /> Council Member Flicka Bateman <br /> Council Member Bill Strom <br /> SUBJECT : Proposed Process for Developing Southern Community Park <br /> DATE : July 24 , 2002 <br /> We offer the attached draft with the hope that it meets the needs of the County and of <br /> Chapel Hill . <br /> General vs . Specific Process : Although we all began our discussions with the intent of <br /> creating a template that could be used for all the joint park projects that will include <br /> Orange County bond funding , we concluded that it would be more practical to begin with <br /> a process specific to the Southern Community Park . Unlike most of the proposed <br /> projects , this park already has a site in public ownership and a completed conceptual plan <br /> developed by a committee composed of neighbors of the site , Chapel Hill ; Carrboro and <br /> County elected officials , and other residents . The Town Council has approved this plan . <br /> This process may be useful for the aquatic center too , which also has a conceptual plan <br /> approved by the Town Council , but we believe we should wait to see how it works out <br /> for this first project . <br /> Decision-making : We have tried to consider the concerns you voiced in general, as well <br /> as your more : specific comments . A key element would be the Project Planning <br /> Committee , to be composed of at least one County Commissioner, one Town Council <br /> Member and the two Managers or their designees , who would work on the Southern <br /> Community Park from the conceptual plan stage through completion . The key decision <br /> point would be the acceptance by both the Board of County Commissioners and the <br /> Town Council of the conceptual plan . All other decisions , be they technical ones or more <br /> significant design issues , would be based on the conceptual plan . The full Board would <br /> also make the key decision of scheduling the funding for the project . . The decision to <br /> award a contract would be made by the Town Council , with advice of the Project <br /> Planning Committee and of the Board . <br /> To summarize , the following are the decision points for the governing boards : <br /> Adoption of conceptual plan BOCC and Town Council <br /> Commitment on financing schedule BOCC <br /> Approval of Special Use Permit Town Council <br />
