05 <br /> Statement of Intent process described in objective # 3 above shall be <br /> p <br /> pursued to extent possible . <br /> 5 . The Joint Statement of Intent may include a provision rovision for consultation as <br /> procured by the County to oversee any and all elements of the park design j <br /> and construction process , for all joint facilities in which County funds are <br /> used . <br /> 6 . As per the October 30 , 2000 meeting discussion , which noted the County' s <br /> potential role as the provider of capital funding for joint parks projects , <br /> the Towns will be expected to take the lead in providing for operation and <br /> maintenance of joint parks facilities , whenever that is appropriate . The <br /> Joint Statement of Intent will confirm this arrangement , prior to <br /> construction . <br /> I� <br /> 7 . The Joint Parks and Open Space Statement of Intent will also include <br /> provisions that guarantee : <br /> a) That the project facility will be open to use by all County residents in <br /> accordance with the Open Facilities Policy adopted by all jurisdictions <br /> in 2000 ; and <br /> b ) That the County reserves the right of approval for the leasing out of <br /> the facility or any part thereof for exclusive operation by any <br /> organizations ; and <br /> c) That scheduling will not permit the use of the preponderance of the <br /> facility to be monopolized by private groups or associations , without <br /> the County' s approval . <br /> With this policy statement, the Board of Commissioners reaffirms its interest <br /> and commitment to working collaboratively with the Towns of Carrboro, <br /> Chapel Hill, Hillsborough and Mebane on parrs and open space projects, as <br /> demonstrated by the steps taken in the last two years to enable cooperative <br /> parks and open space ventures . <br /> However, in taking on the significant financial responsibilities requested by <br /> the Towns for parks and open space projects, the Board has responsibilities to <br /> ensure that the best interests of all County citizens are met in the expenditure <br /> of funds for such projects, and must therefore be comprehensively involved in <br /> the projects which it funds . <br />
