o E� <br /> Proposed Policy Objectives <br /> 1 . If a jurisdiction wishes to introduce a candidate project for potential <br /> County funding, the proposal should follow the following process : <br /> • A written request should be submitted to the Board of Commissioners ; <br /> • The request , along with staff comments , shall be presented at a Board <br /> of Commissioners meeting as a report ; <br /> • The request will be referred to the InterGovernmental Parks (IP) Work <br /> Group for a recommendation . The IP Work Group will be used as the <br /> " sounding board" for potential joint parks projects , especially those <br /> proposed for County financial participation ; <br /> • If the proposed project would be co - located with a school , a <br /> recommendation from the Schools and Land Use Council shall also be <br /> solicited ; <br /> • The Board of Commissioners will then review the recommendation (s) <br /> and make a decision on " conditional approval" of the joint project <br /> (using adopted criteria and this policy statement) ; <br /> 2 . Any proposed project for County funding must be consistent with the <br /> Board' s adopted criteria and guidelines of December 7 , 1999 (amended <br /> May 3 , 2000) , which specifies eligibility of projects , locational criteria and <br /> matching fund expectations . (The adopted criteria are provided as <br /> Attachment 1 ) . <br /> 3 . If a project receives conditional approval from the Board of Commissioners <br /> (see item 1 above ) , a Joint Parks Statement of Intent will be signed by the <br /> County and the jurisdiction in question . The Joint Statement of Intent <br /> verifies the jurisdiction' s agreement to comprehensively involve the <br /> County in the park planning and construction process . Disbursement of <br /> funds will not occur until the appropriate steps in the Joint Statement of <br /> Intent have been met . The Board of Commissioners will be <br /> comprehensively involved in approval of the park project , as follows : <br /> • Joint approval of Concept Plan Committee appointments ; <br /> • Joint approval of the hiring of consultants ; <br /> • Joint approval of the concept plan (including park uses) ; <br /> • Joint approval of the timetable for project activities and construction <br /> (or any like step ) ; <br /> • Joint approval of the project site plans and construction phasing <br /> (please see objective 5 below) ; <br /> 4 . For purposes of the November 2001 bond , projects that are included for <br /> funding in the 2001 bond will be considered to have received " conditional <br /> approval" as described above .
