o E� Proposed Policy Objectives 1 . If a jurisdiction wishes to introduce a candidate project for potential County funding, the proposal should follow the following process : • A written request should be submitted to the Board of Commissioners ; • The request , along with staff comments , shall be presented at a Board of Commissioners meeting as a report ; • The request will be referred to the InterGovernmental Parks (IP) Work Group for a recommendation . The IP Work Group will be used as the " sounding board" for potential joint parks projects , especially those proposed for County financial participation ; • If the proposed project would be co - located with a school , a recommendation from the Schools and Land Use Council shall also be solicited ; • The Board of Commissioners will then review the recommendation (s) and make a decision on " conditional approval" of the joint project (using adopted criteria and this policy statement) ; 2 . Any proposed project for County funding must be consistent with the Board' s adopted criteria and guidelines of December 7 , 1999 (amended May 3 , 2000) , which specifies eligibility of projects , locational criteria and matching fund expectations . (The adopted criteria are provided as Attachment 1 ) . 3 . If a project receives conditional approval from the Board of Commissioners (see item 1 above ) , a Joint Parks Statement of Intent will be signed by the County and the jurisdiction in question . The Joint Statement of Intent verifies the jurisdiction' s agreement to comprehensively involve the County in the park planning and construction process . Disbursement of funds will not occur until the appropriate steps in the Joint Statement of Intent have been met . The Board of Commissioners will be comprehensively involved in approval of the park project , as follows : • Joint approval of Concept Plan Committee appointments ; • Joint approval of the hiring of consultants ; • Joint approval of the concept plan (including park uses) ; • Joint approval of the timetable for project activities and construction (or any like step ) ; • Joint approval of the project site plans and construction phasing (please see objective 5 below) ; 4 . For purposes of the November 2001 bond , projects that are included for funding in the 2001 bond will be considered to have received " conditional approval" as described above .
