03 <br /> DRAFT Policy Statement <br /> Use of County Funds for <br /> Joint Parks and Open Space Projects <br /> September 10 , 2001 <br /> III <br /> Rationale <br /> From 1996 = 2000 four different <br /> reports have pointed out the need for <br /> p <br /> significant collaboration among the Towns and the County for certain parks <br /> and recreation initiatives , pointing out economies of scale , the avoidance of <br /> duplication of services , and the opportunities and limitations of each <br /> jurisdiction in terms of available resources (financial and otherwise ) . In each <br /> case , the County has been identified as the jurisdiction best able to take the <br /> lead in collaborative initiatives for parks and open space . <br /> The Orange County Board of Commissioners took several steps in 1999 and <br /> 2000 to facilitate the ability to collaborate on joint parks and open space <br /> projects . On December 7 , 1999 , the Board of Commissioners adopted criteria <br /> and guidelines to help guide decision - making for joint parks projects . In <br /> April , 2000 , the Board created the Lands Legacy program as a framework for <br /> the acquisition of land for parks , open space and resource preservation . In <br /> May , 2000 , the Board (along with the Chapel Hill Town Council , Carrboro <br /> Board of Aldermen and Hillsborough Board of Commissioners) appointed an <br /> Inter Governmental Parks (IP ) Work Group to foster coordination . And in <br /> February of this year , the Board agreed to consider the potential for a parks <br /> and open space bond for November 2001 . <br /> In the spring of this year , the Towns of Chapel Hill , Carrboro and <br /> Hillsborough asked that a number of Town parks and open space projects <br /> (totaling $ 18 . 9 million) be funded by the County as part of a planned <br /> November 2001 bond referendum . <br /> The following policy statement is offered to clarify and reiterate the process <br /> and the context for County financial participation in joint parks projects with <br /> the Towns , consistent with the adopted December 1999 Joint Parks Criteria , <br /> the October 30 , 2000 Joint Capital Funding for Parks report , and the <br /> concepts of joint planning . <br />
