Leasing of Facilities or Portions Thereof / Scheduling of Fields <br /> ( Objective 7b and 7c) <br /> The draft policy proposes that the County reserve the right of approval <br /> for the leasing of any facilities for exclusive (private) operation , and <br /> that scheduling not permit the monopolization of facilities by private <br /> groups or associations . <br /> Issues raised related to this item may be categorized into three sub - <br /> groups : <br /> a) Contracting out certain park services/facilities for private <br /> operation <br /> b ) Exclusivity of field use for private or non - profit organizations <br /> c) Privatization of parks/facilities <br /> The Town of Chapel Hill has raised questions and requested <br /> clarification regarding leasing arrangements and scheduling for <br /> playing fields , which is a common practice for Town parks . <br /> V . Other Issues <br /> The Town of Chapel Hill has also identified requests related to the <br /> County' s approved criteria for evaluating joint parks projects <br /> (Attachment 1 to the draft policy) . These include lowering of the <br /> matching fund expectation from 1A , and providing flexibility on <br /> central location criterion . <br />
